Jau iepriekšējā reizē, kad mēs grozījām Aizsargjoslu likumu, parādījās šie grozījumi, bet pēc tam tie kaut kā pazuda. Nu tie ir atkal - kārtējo reizi! - nonākuši līdz Saeimai. Kolēģi! Es saprotu, ka daudzi no jums nav iedziļinājušies likumprojekta anotācijā un nezina, par ko šajos grozījumos ir runa. Dažos vārdos atgādināšu. Līdzšinējais regulējums paredzēja, ka 10 metru platā joslā gar ūdenskrātuvēm un novadgrāvjiem nedrīkst lietot augu aizsardzības līdzekļus un mēslojumu, bet drīkst audzēt kultūraugus. Šie 10 metri bija reāla zona, kurā zemnieks vai lauksaimnieciskās produkcijas ražotājs, apstrādājot laukus, varēja apgriezties. Ja nu kaut kāda kļūme gadījās ar tehniku, tad vismaz nepiesārņoja šo ūdensteci. Anotācijā ir rakstīts, ka šie likuma grozījumi ir iesniegti tāpēc, ka lauksaimnieciskās produkcijas ražotāji šajos 10 metros neiegūst pilnu ražu; ražas samazinājums ir vairāk nekā 30 procentu. Piedāvātais jaunais regulējums paredz aizsargjoslu noteikt divu metru platā joslā gar vispārējas nozīmes ūdenstecēm un vienu metru - gar privātās un pašvaldību nozīmes ūdenstecēm. Cienītie kolēģi! Ko nozīmē viens metrs? Šīs tribīnes platums ir apmēram viens metrs (to mēs varam nomērīt ar lineālu). Bet ko nozīmē viens metrs dabā - gar grāvja malu, no grāvja kantes? Mēs radām likumu, kuru neviens nevarēs ievērot un kura izpildi neviens nevarēs pārbaudīt! Latvijas lauksaimnieki apstrādā pāri par pusotru miljonu hektāru zemes. Grāvji, protams, ir ne jau visos laukos. Tagad mēs pieņemsim likumu - noteikt vienu metru no grāvja kantes kā aizsargjoslu. To neviens nekad neizmērīs. Un, ja sāks mērīt, tad noteikti būs tiesvedības un mūsu cienītajai Tieslietu ministrijai atkal būs neiztiesātas lietas, un atkal mēs nonāksim “melnajā sarakstā”. Nākamais. Par šiem draudiem saistībā ar vides aizsardzību. Tie 10 metri - tā bija tāda buferjosla jeb aizsargjosla, kurā tiešām reāli, ja nelietoja godprātīgi šos augu aizsardzības līdzekļus un mēslojumu... Bija iespējams pasargāt no tā lielā pārpalikuma... no tā, kas varbūt uz lauka ir lietots kultūraugiem, bet nav izmantots. Tajā buferjoslā tie augu aizsardzības līdzekļu pārpalikumi, mēslošanas līdzekļu pārpalikumi uzkrājās. Tagad, kad noteiktais platums ir divi metri un viens metrs, tas, kas paliek pāri, noteikti... ir lielāka varbūtība, ka tas ieskalosies novadgrāvī. Vēl viens arguments, kāpēc šie divi metri un viens metrs ir pārāk... Nu, tagad likumā paredzēts, ka tur nedrīkst šos divus vai šo vienu metru apstrādāt un audzēt kultūraugus. Tas nozīmē, ka tur augs nezāles. Zviedrijā, piemēram, cik es zviedriski paspēju saprast, ir divi metri tikai vides... jutīgās teritorijās, bet, protams, likumā ierakstīts, ka visiem ražotājiem augu aizsardzības līdzekļi un mēslojums jālieto saprātīgi un ar vislielāko godaprātu. Aicinu vēlreiz pārdomāt par šo likuma grozījumu lietderību un neatbalstīt šodien likumprojekta nodošanu komisijai. Paldies.".
