Ņemot vērā to, ka Latvijā elektroenerģijas cenu situācija ir izveidojusies tāda, ka energocenas galalietotājiem, īpaši industriālajiem ražotājiem, kuriem nepieciešama milzīga energointensitāte, nav efektīvas un nedod viņiem ne tikai konkurences priekšrocības, bet liek domāt par izdzīvošanu. Šobrīd Latvija ir pieņēmusi lēmumu par finansiālo atbalstu energoietilpīgiem ražotājiem. Tas ir saistīts ar Eiropas Komisijas direktīvu par valsts atļautu vai neatļautu atbalstu. Šāda atbalsta piešķiršana Eiropas Komisiju saista ar atbalsta pārvērtējumu tieši atjaunojamās elektroenerģijas ražotājiem. Ekonomikas ministrija analizēja iespēju šo modeli turpmāk organizēt uz tā saucamās kapitālatdeves bāzes jeb IRR bāzes. Šobrīd mēs konceptuāli skatām IRR normu – 12 procenti –, bet ko nozīmē šī IRR norma? Tas nozīmē, ka tieši tā, kā jūs, deputāta kungs, formulējāt jautājumu, tiks izvērtētas pilnīgi visas ieguldītās investīcijas, saņemtie atbalsti, un visa dzīves cikla garumā, visticamāk, ne jau vairs ar iepirkuma formulu, bet ar... Tādā gadījumā kā viens no scenārijiem tiek izskatīts, ka katram šim ražotājam atsevišķi regulators noteiks atbilstošu iepirkumu, lai šī peļņas atdeves norma būtu adekvāta un nepārsniegtu Eiropas noteikto peļņas atdeves normu. Nobeigumā es tikai gribu piebilst, ka tas šobrīd ir tikai un vienīgi koncepts, bet mēs pilnīgi noteikti izskatīsim visus šos vairāk nekā 300 enerģijas ražotājus un skatīsim, kādā veidā šo modeli piemērot.".

Savukārt, ņemot vērā to, ka mainījās ministri, un pamatojoties uz to, ka šobrīd ir ļoti nopietni jāpārskata energotirgus efektivitātes jautājumi, ņemot vērā to, ka, pastāvot 850 miljonu lielam energotirgum, mēs saskaramies ar 300 miljonu – vairāk nekā 300 miljonu – lielām subsīdijām, es uzskatīju par nepieciešamu šos noteikumus atsaukt un pārskatīt šos mehānismus kā tādus.".
