Likumprojekts paredz, pirmkārt, novērst situāciju, ka personai, kura nekustamo īpašumu, kas atzīts par noziedzīgi iegūtu, atgūst vai nopērk un vēlas to nostiprināt zemesgrāmatā, jāsedz nesamaksātais nodokļa parāds, kas nav taisnīgi un samērīgi.
