Likumprojektu ir izstrādājusi Vides aizsardzības un reģionālās attīstības ministrija, balstoties uz Eiropas Parlamenta un Padomes 2015.gada 29.aprīļa direktīvu 2015/720/ES, ar ko groza direktīvu attiecībā uz vieglās plastmasas iepirkumu maisiņu patēriņa samazināšanu, kuras normu pārņemšanas termiņš ir 2016.gada 27.novembris. Dabas resursu nodokļa piemērošana balstās uz starptautiski pielietotajiem un arī nacionālajos normatīvajos aktos nostiprinātajiem principiem: principu “maksā piesārņotājs” un ražotāju atbildības principu. Latvijā šobrīd dabas resursu nodoklis par atkritumu apglabāšanu ir viens no zemākajiem Eiropas Savienībā. Lai veicinātu Latvijas Republikas saistību izpildi attiecībā uz atkritumu pārstrādi un reģenerāciju, kā arī samazinātu poligonos apglabājamo atkritumu apjomu, dabas resursu nodokļa likmes par sadzīves būvmateriālu un bīstamo atkritumu glabāšanu nepieciešams paaugstināt. Sabiedrības mērķgrupas, kuras ietekmē šis tiesiskais regulējums, ir atkritumu apsaimniekotāji, videi kaitīgo preču ražotāji un tirgotāji, iepakotāji un iepakojuma apsaimniekotāji, zemes dzīļu resursu ieguvēji, kā arī stacionāro iekārtu un gaisa kuģu operatori. Tiesību akta projekta ietekme uz valsts un pašvaldību budžetiem ir pozitīva. Paralēli likumprojektam ir sagatavoti arī grozījumi Atkritumu apsaimniekošanas likumā, kā arī grozījumi likumā “Par piesārņojumu”, un līdz 2016.gada 30.decembrim būs nepieciešams izstrādāt un apstiprināt attiecīgos Ministru kabineta noteikumus. Sabiedrības līdzdalība projekta izstrādē. Par likumprojektu ir saņemti pozitīvi atzinumi no Latvijas Pašvaldību savienības, Profesionālo Latvijas pirotehniķu un pirotehnikas tirgotāju asociācijas, Latvijas Darba devēju konfederācijas un Latvijas Kūdras ražotāju asociācijas. Likumprojektā iekļautie nosacījumi nerada ietekmi uz pārvaldes funkcijām, un tas neietekmē institucionālo sistēmu. Komisija aicina atbalstīt likumprojektu pirmajā lasījumā.".
