Viennozīmīgi šis jautājums ir jāsakārto, un Latvijas Reģionu apvienība sekos līdzi, kā ar to veiksies Tieslietu ministrijai un koalīcijas partiju pārstāvjiem, jo līdzšinējā pieredze liecina, ka tur ir tradīcija visu darīt ļoti šaurā lokā un tikai starp savējiem, neizvērtējot un nepieaicinot visus sabiedrības vēlētos pārstāvjus, un līdz ar to nav plašākas iespējas novērst kaut kādas nebūšanas un kļūdas. Mēs vērtēsim, bet mūs uzreiz dara uzmanīgus kas cits. Tieslietu ministrija šobrīd klusām un atkal šaurā lokā virza izmaiņas par kadastrālās vērtības pieaugumu, un sajūta ir tāda, ka galvenais ir nevis sakārtot attiecības starp dzīvokļu īpašniekiem un zemes īpašniekiem, kuriem pieder zeme zem šīm daudzdzīvokļu mājām, bet gandrīz vai palielināt šo kadastrālo vērtību, lai dzīvokļu īpašniekiem būtu jāmaksā vairāk tiem dažiem zemes īpašniekiem, kuriem tā zeme pieder. Šis katastrofālais, nepieņemamais un patiesībā latviešu tautai traģiskais kadastrālās vērtības pieauguma plāns ir kā dziļumbumba nācijas turpmākai attīstībai. Šinī situācijā dara uzmanīgu kas cits. Iespējams, Latvijas Pašvaldību savienība kopā ar Latvijas Lielo pilsētu asociācijas pārstāvjiem un pie varas esošajām partijām ir vienojusies, ka visi klusēs attiecībā uz šādu kadastrālās vērtības pieaugumu. Bet cietīs no tā tauta, un šobrīd izskatās, ka nekustamā īpašuma nodoklis nevis kļūs par bagātnieku nodokli, kā šeit kolēģi uzsvēra, bet tas kļūs par tautas iznīcības nodokli. Un šajā sakarā bagātība tiešām ir dzimtas paaudžu paaudzēs iegūtie īpašumi un būvētās mājas. Taču šobrīd izskatās, ka daudziem mājas nāksies pamest tikai tāpēc, ka kāds ir izdomājis to vērtību noteikt vēl lielāku un tos procentus vēl lielākus. Šajā jautājumā Latvijas Reģionu apvienībai ir ļoti principiāla nostāja. Mēs, iespējams, ja ne citādi, tad vērsīsimies kādā no tiesām, lai apstādinātu šo negodīgo nodokli. Pārējie jautājumi vairāk vai mazāk bija rutīnas jautājumi. Redzēs, kā ar tiem veiksies tālāk. Latvijas Reģionu apvienībai šonedēļ bija tikšanās ar tieslietu ministru... es atvainojos, ar finanšu ministri. Un finanšu ministre atzīmēja, ka viņas plānos nav palielināt nodokļu slogu, par ko arī mēs iestājamies un ko Latvijas Reģionu apvienība noteikti atbalsta. Mēs sekosim līdzi, kā ar to veiksies. Taču viena lieta gan darīja ļoti uzmanīgus. Izrādās, ka budžeta pieņemšana un šīs deputātu kvotas... jau divas reizes arī Latvijas Reģionu apvienība ir bijusi spiesta iebilst pret budžeta pieņemšanu daļēji arī šo kvotu dēļ. Izrādās, ka šīs deputātu kvotas vispār pastāv tikai tāpēc, ka tā esot samaksa par budžeta pieņemšanu. Tā ka, cienījamie radioklausītāji, ja jūs dzirdat, ka kādam šausmīgi lielas rūpes par bērnu laukumiņiem, kādu pašvaldības skolu vai vēl kaut kādiem labumiem, kādu kori vai deju kolektīvu, tad ziniet – patiesībā tā ir samaksa varas deputātiem par to, ka viņi pieņem budžetu. Un visbeidzot par vakardien notikušo un daudzos masu medijos jau izskanējušo leģionāru piemiņas dienu. Latvijas Reģionu apvienības nostāja ir tāda... tā vietā, lai mēs godinātu un pieminētu šos cilvēkus, kuriem bija šī briesmīgā izvēle, kad bieži vien brālis pret brāli satikās karalaukā, tā vietā, lai mēs klusām pieminētu un atzīmētu šo dienu, dažādi radikālie veidojumi ar to vairo savu populismu un kaut kādu atpazīstamību. Mēs jebkurā gadījumā esam tikai priecīgi, ka ir vietas, kur šādi piemiņas pasākumi notiek klusi, bez pompozitātes un attiecīgā godinošā noskaņā. Paldies jums. Visiem priecīgas Lieldienas! Paldies.".

Protams, līdztekus šiem diviem svarīgajiem likumprojektiem, kurus jau minēja kolēģi, tātad gan Civilās aizsardzības un katastrofas pārvaldīšanas likuma projektam, gan Piespiedu dalītā īpašuma tiesisko attiecību privatizētajās daudzdzīvokļu mājās izbeigšanas likuma projektam, manuprāt, ļoti svarīgi ir tas, ka trešajā lasījumā tika pieņemti grozījumi likumā “Par palīdzību dzīvokļa jautājumu risināšanā”, kas ir ļoti svarīgi daudzām Latvijas pašvaldībām. Kāpēc tad bija nepieciešamas šīs izmaiņas? Droši vien nav noslēpums, ka daudzās Latvijas pašvaldībās šobrīd trūkst kvalificētu speciālistu gan valsts, gan pašvaldību iestādēs, kā arī privātajā sektorā, – vai tie būtu inženieri, vai kādi citi speciālisti. Šos grozījumus mums palīdzēja izstrādāt darba grupa, kurā strādāja speciālisti no vairākām pašvaldībām. Es šodien gribu pieminēt un pateikt paldies Ventspils, Smiltenes, Cēsu, Rīgas un citu pašvaldību speciālistiem, kā arī Saeimas Juridiskajam birojam. Tātad par pašiem grozījumiem. Šobrīd tiek dota iespēja pašvaldību domēm ar atsevišķu lēmumu pieņemt saistošos noteikumus, lai varētu izīrēt dzīvojamās telpas kvalificētiem speciālistiem, kuri ir nepieciešami pašvaldībai... Jo līdz šim bija noteikts ar likumu, ka pirmām kārtām dzīvojamās telpas var izīrēt deviņām kategorijām: maznodrošinātajām personām, politiski represētajiem, invalīdiem un arī vēl citām kategorijām. Taču tagad mēs esam papildinājuši likumu ar vēl vienu šo iedzīvotāju kategoriju, kas ir kvalificēti speciālisti. Tātad šo kārtību katrā pašvaldībā varēs noteikt ar saistošajiem noteikumiem, un pašvaldībām attiecīgi būs jāiekļauj savā attīstības programmā attīstāmā nozare, rīcības virzieni un jomas, kurās trūkst kvalificēto speciālistu. Un tad, kad šie saistošie noteikumi tiks pieņemti, pašvaldība var lemt, cik dzīvokļu no neizīrētajiem vai brīvajiem dzīvokļiem, kas ir pašvaldības rīcībā, var novirzīt šīm vajadzībām. Droši vien tas katrā pašvaldībā būs atšķirīgi. Tad šie līgumi tiks slēgti uz termiņu līdz trim gadiem. Un, ja nepieciešams, tiks pagarināti. Vienkāršāk ir, ja līgumi tiek slēgti ar darbiniekiem, kuri strādā valsts vai pašvaldību iestādēs. Taču, kā jau teicu, iespēja uz šiem dzīvokļiem pretendēt ir arī privātā sektora speciālistiem. Un gadījumā, ja pašvaldība nav speciālista darba devējs, tā sadarbības līgumu slēdz ar speciālista darba devēju, kurā attiecīgi norāda nepieciešamās jomas. Tas, protams, ir ļoti labs un atbalstāms mehānisms, kas būs pašvaldību rīcībā, lai lauku pašvaldībās varētu piesaistīt nepieciešamos speciālistus. Pirms cilvēki sāks izpirkt šos zemes gabalus, vispirms ir jādod iespēja mājas iedzīvotājiem izlemt un atteikties no tā, kas, viņuprāt, ir pilnīgi lieks, jo šobrīd to izdarīt ir praktiski neiespējami. Iespējams, ka to varēs mainīt arī grozījumi likumā “Par valsts un pašvaldību dzīvojamo māju privatizāciju”, kas paredzēs varbūt atvieglotāku procedūru, jo šobrīd praktiski ir vajadzīgi simtprocentīgi visu mājas iedzīvotāju iesniegumi, un tas mūsdienu situācijā nav reāli iespējams. Rezultātā māja maksā par zemi, kura pieder kādam mistiskam īpašniekam, bet iedzīvotājiem absolūti nav vajadzīga. Otrajā lasījumā Saeima šodien atbalstīja arī likumprojektu “Civilās aizsardzības un katastrofas pārvaldīšanas likums”, par kuru visai vētraini un gari tika debatēts jau Aizsardzības, iekšlietu un korupcijas novēršanas komisijā. Galvenā problēma bija līdzsvarot valsts un pašvaldību intereses, jo šis likums paredz konkrētu valsts institūciju un pašvaldības institūciju rīcību, sākot no lielām, teiksim, ķīmiskām, katastrofām un beidzot ar ikdienišķiem plūdiem. Šajā likumā tagad ir ļoti skaidri un sīki sadalītas funkcijas, darāmie darbi un līdz ar to, jācer, vairs nebūs iespējama šāda situācija, ka notiek kāda nelaime un valsts un pašvaldību iestādes skatās cita uz citu, un neviens neko nedara. Nu, šobrīd tāda situācija, jādomā, tiks novērsta un trešajā lasījumā arī šis likumprojekts tiks pieņemts. Vēl daži vārdi man būtu sakāmi par vakar notikušo leģionāru piemiņas dienu. Mēs redzam, ka ar katru gadu šī atzīmēšana kļūst arvien mierīgāka un nepolitizēta, un izskatās, ka arī Rietumvalstis tomēr ir pieņēmušas šo faktu, ka ikvienai suverēnai valstij ir tiesības kaut kādā veidā atzīmēt savu kritušo karavīru piemiņu, vienalga kādos apstākļos viņi ir krituši. Bet, nu, protams, katru gadu šeit mēģina parādīties arī kāds provokators, un šis gads nebija izņēmums, kad tāds pseidožurnālists Greiems Filipss, kurš ir ļoti labi zināms ar savu prokremlisko nostāju Austrumukrainas jautājumos, kurš vairākus mēnešus tur ir darbojies un sniedzis ļoti tendenciozus sižetus.
