Mēs gaidījām budžeta likumprojektu un to pavadošos likumprojektus, cerēdami, ka patiešām ieraudzīsim ikvienam Latvijas iedzīvotājam tik daudz solītās reformas - reformas, kas veidos labāku uzņēmējdarbības vidi, pieejamākus veselības aprūpes pakalpojumus, kvalitatīvāku izglītību, efektīvāku valsts pārvaldi -, taču kārtējo reizi ir vilšanās, jo no šīm solītajām reformām nav ne miņas. Ir tikai kārtējie ikgadējie centieni iekasēt pēc iespējas vairāk, nerēķinoties ar to, ka Latvijas tautsaimniecība nevar uzturēt šādu valsts pārvaldi. Un mūs absolūti neapmierina Ministru prezidenta teiktais atbildē: “Procesā esam.” Tāpat šķiet interesanta arī finanšu ministres Budžeta un finanšu (nodokļu) komisijā paustā vēlme veikt budžeta izdevumu pārskatīšanu tā, lai ministrijas sāktu draudzēties ar Finanšu ministriju. Par ko ir pārvērtušās ar lielu lepnumu pieteiktās budžeta izdevumu pārskatīšanas reformas? Tiek minēts skaitlis: 60 miljoni eiro. Tā ir tikai virtuāla spēle ar skaitļiem, jo Excel tabulās skaitļi ir pārvietoti no vienas programmas citā programmā, bet izdevumi reāli samazināti, patiešām samazināti, nav. Liela daļa pedagogu ir nemierā ar to algu, kādu oktobrī jau ir saņēmuši. Izglītības speciālisti, vecāki nesaprot tās ieceres, kādas ir internātskolu jautājumā. Budžeta un finanšu (nodokļu) komisijā mēs uzklausījām ļoti daudz atbildīgo amatpersonu. Un, protams, var tikai brīnīties par to kvalitāti un vienaldzību, ar kādu ir sagatavoti dokumenti, kādas ir likumprojektu anotācijas, - bez aprēķiniem, bez vēlmes un intereses patiešām izvērtēt to, kāda būs šo likumu grozījumu ietekme uz mājsaimniecībām un uzņēmējiem. Tikai daži piemēri. Ja jūs, piemēram, Būvniecības likumā lasāt vārdus, ka likums stāsies spēkā ne agrāk kā 2018.gada 1.janvārī, tad jums ir jāsaprot, ka domāts bija: ne vēlāk kā 2018.gada 1.janvārī. Un mūs aicina arī saprast un piedot, ka ministrijas vēl pārstrādās daļu likumprojektu - ne tikai precizēs neuzmanības kļūdas, bet arī pārstrādās tos pēc būtības. Un starp tiem ir vairāki nozīmīgi likumprojekti! Bet kā jums šķiet, kolēģi, - cik saprotošs un piedodošs būs Latvijas uzņēmējs un iedzīvotājs? Tāpēc mēs nevaram atbalstīt likumprojektu, kurā turpinās naudas aprīšana, nevis paredzēti pārdomāti ieguldījumi un atbalsts tautsaimniecības attīstībai; likumprojektu, kurā valsts pārvaldes reformu un efektivitātes vietā slēpti tiek palielināti uzņēmēju un mājsaimniecību izdevumi; likumprojektu, kas nav pamats tautsaimniecības izaugsmes realitātei.
