Bet es gribētu runāt par saprašanu un piedošanu šā budžeta kontekstā. Un ziniet: nē, es šo iesniegto 2017.gada budžetu ne sapratīšu, ne piedošu! Es tikai zinu vienu - ka mums, deputātiem, nāksies šo budžetu remontēt un cerēt, ka mums izdosies saremontēt. (Starpsauciens: “Tāds ir mūsu darbs!”) Kolēģi! Var jau nosaukt par prioritātēm aizsardzību, veselības aprūpi un izglītību, var aizsardzībai, veselības aprūpei un izglītībai iedot vairāk naudas, bet tas nenozīmē, ka šīs nozares kļūs par prioritātēm. Latvijas valsts premjerministrs jau kādu pusgadu izvairās nākt uz Nacionālās drošības komisijas sēdēm. Zināmā mērā viņam liekas, ka, iedodot naudu valsts aizsardzībai un iekšējai drošībai, jautājumi šajā sfērā tiek atrisināti. Nē, kolēģi, netiek gan! Tas prasa gan šo līdzekļu pareizu izlietojumu, gan arī citas aktivitātes, kuras būtu nepieciešamas no premjerministra puses. Bet, par nožēlu, man kā Nacionālās drošības komisijas loceklim nav tiesību jums stāstīt tās lietas, par kurām šobrīd aizsardzības sektorā nāktos saspringt premjerministra kungam. (Pauze. Kolēģi, man būtu jāsaka tā: iedzeriet baldriānus! Nomierinieties taču, noklausieties! Nu noklausieties! Veselības aprūpei vairāk nekā 60 miljoni piešķirti nākamā gada budžetā. Varētu teikt, ka prioritāte. Taču šī prioritāte... Ziniet, tad, kad 34 miljoni no tiem tiek iedoti reformām, nezināmām un nesaprotamām (tas netiek arī skaidri pateikts), vai 16 miljoni tiek iedoti jeb piešķirti Stradiņa slimnīcas būvniecībai... Nē, ļoti jauki, mums Latvijā laikam par maz ir sabūvēts par valsts līdzekļiem?! Vai to var nosaukt par prioritāti veselības aprūpei? Man liekas, ka prioritāte ir Latvijas cilvēki un Latvijas mediķi - cilvēki, kuriem nepieciešami veselības aprūpes pakalpojumi, un mediķi, kuriem nepieciešams būtisks algas palielinājums. (Dep. A.Barčas replikas.) Barčas kundze, es saprotu, ka jūs daudz kam nepiekrītat, bet vismaz šoreiz paklausieties! (Dep. A.Kaimiņš: “Nesarunāties ar zāli! Jums palikusi minūte!”) Visbeidzot. Izglītība kā prioritāte. Es saprotu... Es saprotu, ka valsts algo skolotājus. Es ļoti labi saprotu, ka valsts algo skolotājus, bet es tikai nesaprotu, kāpēc tā pati valsts, kura algo skolotājus, liek rūpēties šiem skolotājiem par skolēnu skaitu klasēs. Kāpēc? Vai patiešām skolotājiem ir funkcija ne tikai mācīt, bet arī dzemdēt bērnus, kuri tālāk mācīsies šajās klasēs? Nu, nav. Nav! Tāpēc, kolēģi, es aicinu atbalstīt šā budžeta nodošanu Saeimai, jo līdzekļi gan aizsardzībai, gan veselības aprūpei, gan izglītībai ir nepieciešami. Tajā pašā laikā šis budžets prasa ļoti būtisku remontu, un es ceru, ka mēs, šo remontu veicot, varēsim šīs prioritātes padarīt patiešām par prioritātēm. (Dep. J.Ādamsons: “Naivais!”) Paldies.".
