Likumprojekta mērķis ir noteikt Otrā pasaules kara dalībnieka statusu Latvijas pilsoņiem, kuri Otrā pasaules kara laikā regulāro militāro vienību sastāvā piedalījās bruņotā cīņā pret komunistiskā vai nacistiskā totalitārā režīma militārajiem formējumiem. Vienlaikus mērķis ir veicināt sabiedrībā vienotu izpratni par Otro pasaules karu un vienlīdzīgu attieksmi pret tā dalībniekiem. Paredzēts, ka tiesības pretendēt uz šo statusu būtu vienādas abās frontes pusēs karojušiem karavīriem. Latvijas Republikas Satversmes tiesa ir lēmusi, ka Latvijas Republika nav juridiski atbildīga par okupācijas varu nodarījumiem Latvijas Republikas teritorijā okupācijas laikā. Ņemot vērā to, ka padomju un pēc tam arī nacistiskās okupācijas rezultātā Latvijas valsts nebija spējīga nodrošināt tās pilsoņu tiesību aizsardzību, šīs personas ir uzskatāmas par kara noziegumu upuriem un ir pelnījušas atbalstu un aizsardzību no Latvijas valsts, kā arī sabiedrības puses. Kolēģi, likumprojekts būtu jāpieņem pēc iespējas ātrāk, ņemot vērā to, ka vairums Otrā pasaules kara veterānu ir pārsnieguši 90 gadu vecumu un aizvien vairāk ir to, kuri aiziet viņsaulē, taisnīgu valsts attieksmi nesagaidījuši.
