Tātad likumprojekts sadala pilsoņus, Otrā pasaules kara dalībniekus, divās grupās - tie, kurus likumprojekts atzīst par Otrā pasaules kara dalībniekiem, un tie, kurus par tādiem neatzīst. Un kas būs šīs padomes sastāvā? Tieši tās biedrības, kuras pārstāv leģiona veterānus. Un tur nav pieminēts neviens veterāns, kurš dienēja Sarkanajā armijā Otrā pasaules kara laikā. Ko mēs vēlamies tomēr nodrošināt jebkuram kara dalībniekam neatkarīgi no tā, kurā pusē viņš karoja? Vēlreiz atkārtošu, jo vienu reizi no šīs tribīnes jau uzrunāju jūs, cienījamā Saeima, - mieru, pārticību un cieņu. Manuprāt, vajag atstāt ideoloģiskos strīdus ārpus likumprojekta, netraucēt visiem veterāniem palikt uzticīgiem saviem karogiem un saviem svētkiem. Līdz ar to es secinu: pasludinot vienlīdzīgu attieksmi pret kara veterāniem, likumprojekts tomēr izturas pret viņiem nevienlīdzīgi un izaicinoši netaisnīgi izceļ vienu kara dalībnieku grupu starp visiem. Netiek pilnībā atrisināts uzdevums, kuram jābūt par likuma mērķi, proti, atbalsts kara dalībniekiem. Bet jaunās tiesību normas viņus vēl vairāk šķeļ, nevis saliedē, un vēl vairāk vairo rūgtumu sabiedrībā. Un pēdējais.
