Bet tā nu ir gadījies, ka situācija Valsts ieņēmumu dienestā diktē prasību pieņemt ātrus, steidzamus lēmumus, un līdz ar to Ministru kabinets ir izsludinājis konkursu uz attiecīgo amatu, droši vien ierakstot tur veco atalgojumu, kas ir paredzēts minētajā atlīdzības likumā, taču tā paklusām sākumā, bet pēc tam pietiekami skaļi sakot: “Nē, mēs visu to pamainīsim, un Valsts ieņēmumu dienesta ģenerāldirektors vai ģenerāldirektore saņems daudz krietnāku un daudz nopietnāku atalgojumu, kas atbilst veiktajām funkcijām.” Līdz ar to parādījās arī attiecīgs likumprojekts, kuru izskatīja gan komisija, gan parlaments. Mēs eksperimentējam ar pedagogu atalgojumu, mēs uzreiz gribam visā sistēmā ievest jaunu modeli, bet cilvēki, kas to sistēmu izjūt un izbauda uz sevis, vēl nesaprot tās sistēmas būtību. Šeit būtu vietā pilotprojekts, teiksim, vienā pilsētas skolā un vienā lauku skolā. Tas pats arī attiecībā uz medicīnas darbinieku atlīdzības lietām. Bet nu līdz tam vēl rokas nav tikušas, un līdz ar to parādījās tas, kas parādījās.
