Šajā likumprojektā ir paredzēts, ka tiks veidota jauna struktūrvienība VID ģenerāldirektora pakļautībā un šai institūcijai, šai struktūrvienībai, būs tiesības veikt operatīvo darbību. Grozījumi Kriminālprocesa likumā, par kuriem mēs diskutēsim vēlāk, paredz, ka jaunajai institūcijai būs izmeklēšanas iestādes tiesības. Tad ko mums piedāvā veidot? Nu, vienkāršiem vārdiem sakot, mums piedāvā izveidot mazu KNAB, kas būs pakļauts VID ģenerāldirektoram. Visa tā rezultāts ir tas, ka saņemam šos “jaukos” grozījumus likumā “Par Valsts ieņēmumu dienestu”: uzvilksim formastērpu Valsts ieņēmumu dienesta vadītājam (Starpsauciens: “Jā!”) un arī viņa vietniekiem! Iedosim žetonu, izdzīsim uz ielas un liksim ķert nodokļu nemaksātājus! Klau’, varbūt likumā ierakstīsim, ka arī svilpi vajag? Un tagad pakļautības maiņa vien uztaisīs brīnumu, un šie cilvēki sāks “ražot” (Dep. M.Bondars apgāž glāzi. Zālē troksnis.)... Šie cilvēki pēkšņi sāks “ražot” labus kriminālprocesus pret tiem blēdīgajiem Valsts ieņēmumu dienesta darbiniekiem? Šie cilvēki pēkšņi vienā dienā beigs nodarboties ar savstarpējo rēķinu kārtošanu? Aizmirstiet! Tā tas nenotiks! Normālā institūcijā tas tā arī būtu jādara. Taču šobrīd Valsts ieņēmumu dienests prasa un pat kauc pēc nopietnas uzmanības un pēc nopietnām pārmaiņām. Tāpēc mans priekšlikums ir Iekšējās drošības daļu likvidēt vispār uz nākamajiem 3-4 gadiem un atdot šo funkciju kādai citai operatīvās darbības izmeklēšanas institūcijai. Šodien mēs strādāsim ar likumprojektu “Grozījumi likumā “Par Valsts ieņēmumu dienestu””, kuru ir iesniedzis Ministru kabinets. Grozījumos ir paredzētas divas būtiskākās lietas: pirmkārt, noteikt Valsts ieņēmumu dienesta Finanšu policijas pārvaldes Iekšējās drošības daļas pakļautību VID ģenerāldirektoram un, otrkārt, apvienot Muitas policiju un Finanšu policiju. Pašreiz VID Finanšu policija veic operatīvo darbību, lai atklātu un novērstu noziedzīgus nodarījumus valsts ieņēmumu jomā; veic izmeklēšanu krimināllietās par noziedzīgiem nodarījumiem valsts ieņēmumu jomā. Tās struktūrā ietilpstošā Iekšējās drošības daļa veic operatīvo darbību, lai atklātu un novērstu noziedzīgus nodarījumus, kas konstatēti VID ierēdņu un darbinieku darbībā. Iekšējās drošības daļas vadītājs ir pakļauts VID Finanšu policijas pārvaldes direktoram kā izmeklēšanas iestādes vadītājam. Saskaņā ar Kriminālprocesa likumā un Operatīvās darbības likumā noteikto VID ģenerāldirektoram nav iespējams tieši kontrolēt, uzraudzīt un vadīt Iekšējās drošības daļu. Kā jau iepriekš minēju, iesniegtie grozījumi likumā “Par Valsts ieņēmumu dienestu” paredz: Iekšējās drošības daļa nebūs pakļauta VID Finanšu policijas pārvaldes struktūrai, bet būs tieši pakļauta VID ģenerāldirektoram. Likumprojektā ir paredzēts, ka Iekšējās drošības daļai tiek noteikts izmeklēšanas iestādes statuss, attiecīgi veicot grozījumus Kriminālprocesa likumā un nosakot uzdevumus, pienākumus un pakļautību likumā “Par Valsts ieņēmumu dienestu”. Vienlaikus likumprojekts paredz saglabāt Iekšējās drošības daļas ierēdņiem dienesta pakāpes un formastērpus, kā arī noteikt VID ģenerāldirektoram kā izmeklēšanas iestādes vadītājam dienesta pakāpi un noteikt, ka ģenerāldirektors, pildot dienesta pienākumus, nēsā formastērpu. Otri būtiskākie grozījumi paredz apvienot divas VID izmeklēšanas iestādes - Finanšu policiju un Muitas policiju -, tātad optimizēt izmeklēšanas iestāžu skaitu VID sastāvā.
