Grozījumi likumā “Par Valsts ieņēmumu dienestu” ir ļoti skaidrs pierādījums un apliecinājums tam, ka finanšu ministre Dana Reizniece-Ozola pēc būtības vai nu nezina, ko darīt ar Valsts ieņēmumu dienestu, vai arī nevēlas neko darīt, lai veiktu būtiskas pārmaiņas šajā institūcijā. Astoņus mēnešus Latvijas sabiedrība tika barota ar solījumiem no valdības puses, ka Valsts ieņēmumu dienests paliks draudzīgāks pret iedzīvotājiem, draudzīgāks pret uzņēmējiem, ka nodokļus Latvijā sāksim iekasēt tā kā Igaunijā un ka valstij ienāks vairāk naudas un būs mazāk krāpšanas. Visa tā rezultāts ir tas, ka saņemam šos “jaukos” grozījumus likumā “Par Valsts ieņēmumu dienestu”: uzvilksim formastērpu Valsts ieņēmumu dienesta vadītājam (Starpsauciens: “Jā!”) un arī viņa vietniekiem! Iedosim žetonu, izdzīsim uz ielas un liksim ķert nodokļu nemaksātājus! Klau’, varbūt likumā ierakstīsim, ka arī svilpi vajag? Jo tad, aizejot uz tirgu (Starpsauciens: “Vajag!”), noteikti varēsim parādīt... norādīt uz tiem, kuri mūk tajā brīdī, kad ierodas Valsts ieņēmumu dienests vai Pārtikas un veterinārais dienests. (Dep. A.Bērziņš: “Steks vēl vajadzīgs!”) Tas noteikti nav veids, kā Valsts ieņēmumu dienestam kļūt draudzīgākam pret valsts nodokļu maksātājiem! Tas arī nav veids, kādā Valsts ieņēmumu dienestam būt tādam kā Igaunijā, un tas nav veids, kādā Valsts ieņēmumu dienestam iekasēt vairāk nodokļu. (Starpsauciens: “Priekšlikumi?”) Es esmu pilnīgi par to pārliecināts! Otrs priekšlikums, kas skar šīs izmaiņas, ir saistīts ar to, ka Iekšējās drošības daļu vajadzētu no Finanšu policijas pakļautības nodot Valsts ieņēmumu dienesta vadītāja pakļautībā. Nu ko var vēlēties no tiem 20 cilvēkiem, kuri līdz šim ir mēģinājuši “ražot” kaut ko, kas ir rezultējies precīzi sešos kriminālprocesos, uz visu to skandālu fona, kas ir bijuši Valsts ieņēmumu dienestā?! Un tagad pakļautības maiņa vien uztaisīs brīnumu, un šie cilvēki sāks “ražot” (Dep. M.Bondars apgāž glāzi. Zālē troksnis.)... Šie cilvēki pēkšņi sāks “ražot” labus kriminālprocesus pret tiem blēdīgajiem Valsts ieņēmumu dienesta darbiniekiem? Šie cilvēki pēkšņi vienā dienā beigs nodarboties ar savstarpējo rēķinu kārtošanu? Aizmirstiet! Tā tas nenotiks! Normālā institūcijā tas tā arī būtu jādara. Taču šobrīd Valsts ieņēmumu dienests prasa un pat kauc pēc nopietnas uzmanības un pēc nopietnām pārmaiņām. Tāpēc mans priekšlikums ir Iekšējās drošības daļu likvidēt vispār uz nākamajiem 3-4 gadiem un atdot šo funkciju kādai citai operatīvās darbības izmeklēšanas institūcijai. Var lemt, vai tas ir KNAB (kaut gan KNAB šodien neknābj nevienam) vai kāda cita institūcija. Visbeidzot ir priekšlikums apvienot Finanšu policiju un Muitas policiju. Es atvainojos! Kolēģi, tas ir jautājums, kurš būtu jālemj nākamajam Valsts ieņēmumu dienesta ģenerāldirektoram. Ja jau visi eksperti un arī jūsu valdības ministri rosina, lai būtu vairāk pilnvaru - vairāk pilnvaru! - šim ģenerāldirektoram, tad es varu teikt tā: ja jau vairāk pilnvaru, tad atļaujiet jautājumu izlemt šim cilvēkam, nevis tagad tērēt mūsu dārgo laiku, lai runātu par lietām, kuras ir jālemj cilvēkam, kas vadīs šo institūciju! Bet, rīkojoties, kā likumprojektā piedāvāts, lūdzu, negaidiet būtiskas pārmaiņas Valsts ieņēmumu dienestā! Un ziniet, šādi rīkojoties, jūs, kolēģi, atkal varēsiet teikt - gribējām kā labāk, bet sanāca kā vienmēr. Paldies. (Aplausi.)".
