Mūsu frakcija, Latvijas Reģionu apvienības frakcija, iesniedza šajā likumprojektā priekšlikumus, kas paredzēja, ka iepirkumos, ko rīko valsts un pašvaldību iestādes, nevarētu piedalīties mikrouzņēmumu nodokļa maksātāji, ja iepirkums ir lielāks par 30 tūkstošiem eiro. Mūsu priekšlikumi paredzēja arī to, ka mikrouzņēmumu nodokļa maksātāji nevar šādos iepirkumos piedalīties ne kā apakšuzņēmēji, ne arī kā, protams, paši šī līguma slēdzēji. Komisijas sēdē, kad šis likumprojekts tika skatīts, Finanšu ministrija apsolīja, ka ne ilgāk kā divu mēnešu laikā tiks sagatavots jauns Publisko iepirkumu likums, kurā šie Latvijas Reģionu apvienības iesniegtie priekšlikumi arī tiks iekļauti. Tāpēc mēs pagaidām savus priekšlikumus atsaucām un, protams, sekosim līdzi, lai Finanšu ministrija pildītu savu solījumu. Otrs jautājums, par kuru es gribu īsumā izstāstīt, ir Ministru prezidentes sagatavotais pārskats par nacionālo drošību. Par šo jomu mēs runājam katru gadu – kā atsevišķs jautājums tas tiek izskatīts kādā no Saeimas sēdēm. Protams, arī ikdienā mēs bieži vien runājam par nacionālo drošību, un jāsaka tā, ka bieži vien visi šie labie priekšlikumi, vērtīgās idejas dažādās jomās, jo faktiski neviena no ministrijām nedarbojas ārpus nacionālās drošības kopējās sistēmas... Visi šie priekšlikumi bieži vien kā... tiešām kā pīlei ūdens tek garām un neskar to. Nacionālā drošība nav tikai divi procenti vai vairāk no iekšzemes kopprodukta. Tas, protams, ir komplekss jautājums. Gan valoda pierobežā... Es pats esmu no Latgales vēlēšanu apgabala ievēlēts, un, protams, pierobežā mēs redzam, ka šie jautājumi daudzās jomās klibo. Un bēgļu jautājums. Plašsaziņas līdzekļu stiprināšanas jautājums. Arī tas, kā informācija par Latvijā notiekošo tiek atspoguļota Latvijas medijos – ne tikai latviski, bet arī krieviski un angliski. Un šodien koalīcijas deputāti apliecināja, ka tikšot atrisināta problēma, kas radās ar Latvijas sabiedriskā medija anglisko versiju, un tiešām ceram, ka šī lapa turpinās darboties arī angliskajā... angliski, jo bieži vien iedzīvotājiem, kā arī cilvēkiem ārpus Latvijas nav nemaz tik viegli izsekot tam, kas notiek Latvijā. Un, ja šāds Latvijas sabiedriskais medijs piedāvā informāciju angliski, tas ir tikai mums par labu. No savas puses centos aicināt deputātus pievērst tieši izglītības jautājumiem lielāku uzmanību, jo tie ir vistiešākajā saistībā ar nacionālo drošību. Piemēram, tāda lieta kā, manuprāt, izglītības sistēmas sakārtošana beidzot patiešām būtu kā prioritāte jānosaka, lai bērnos un jauniešos attīstītu kritisko domāšanu, jo tādā veidā preventīvi veicinātu ikviena indivīda imunitāti pret jebkāda veida ārvalstu propagandu. Respektīvi, mēs, katrs cilvēks, esam ievainojami no dažādiem informācijas avotiem, un, ja mēs spējam kritiski izvērtēt šos informācijas avotus, tad mēs esam stiprāki. Un otra lieta ir novadu mācība. Kā priekšmets, manuprāt, tā ar laiku ieviešama mūsu izglītības sistēmā, jo tas varētu kļūt par identitātes stiprināšanas balstu, kas veicinātu arī valstiskuma izpratni un patriotismu. Diemžēl tas ļoti populāri pēdējos gados – daudziem jauniešiem ir plāni par savas valsts atstāšanu tuvākā vai tālākā nākotnē. Jo trūkst pašidentifikācijas ar apkārtējo sabiedrību, ar vidi un valsti. Svarīgi arī būtu attīstīt Jaunsardzes kustību. Katrā ziņā jāņem vērā tas, ka vakar mēs atzīmējām 25.gadadienu kopš Latvijai svarīgiem notikumiem saistībā ar barikādēm, pēc pāris gadiem mēs svinēsim Latvijas valsts simtgadi un atkal pieminēsim dažādus varonīgus cilvēkus, kas tolaik spēja iestāties par valsti. Likās, ka manās rokās ir nonācis studenta diplomdarbs, kurā ir gan teorija par to, ka nacionālā drošība ir plašs, visaptverošs jēdziens, gan atstāstīta informācija, kuru ikviens var atrast masu medijos, gan ievīti pārspriedumi par to, kas mūsu valstī ir labi un kas ir slikti. Tikai atšķirībā no īsta diplomdarba trūkst atsauču uz izmantoto literatūru un avotiem. Dažviet gan parādās arī konkrētāks šajā jomā paveiktā izklāsts, piemēram, ko dara Nacionālie bruņotie spēki vai Valsts robežsardze, taču dokuments kopumā ir un paliek aprakstošs. Ja kāda problēma arī ir nosaukta, tad priekšlikumu, kā to risināt, nav. Nav skaidrs, ko valdība gatavojas darīt, kas tai traucē novērst problēmu, kāda palīdzība no parlamenta nepieciešama, lai situāciju uzlabotu. Attiecīgs Ministru kabineta noteikumu projekts ir izsludināts valsts sekretāru sanāksmē, taču ministriju saskaņošanas process nav pabeigts. Līdz ar to kavējas dzīvojamo māju siltināšanas uzsākšana. SASKAŅAS frakcija, pamatojoties uz minēto, šodien iesniedza deputātu jautājumus ekonomikas ministrei. Mēs lūdzām sniegt atbildes uz šādiem konkrētiem jautājumiem: Kādi termiņi paredzēti minētās programmas ieviešanai? Kad plānots virzīt izskatīšanai Ministru kabinetā minēto noteikumu projektu? Vai 2016.gadā būs pieejams finansējums mājokļu siltināšanas īstenošanai? Kādi pasākumi paredzēti, lai ieinteresētu dzīvojamo māju dzīvokļu īpašniekus piedalīties minētajā programmā?
