• 2016_01_21_339-seq449 spokenText "  Labdien, cienījamie radioklausītāji! Šī nedēļa Latvijā pagājusi barikāžu 25.gadskārtas zīmē. Nacionālā apvienība izsaka cieņu un pateicību visiem barikāžu dalībniekiem. Šodien Saeima saistībā ar 1991.gada notikumiem lēma par likumprojekta “Par 1991.gada barikāžu dalībnieka statusu” nodošanu tālākai izskatīšanai Saeimas komisijās. Nacionālā apvienība, ņemot vērā daudzu barikāžu dalībnieku viedokli, par barikāžu piemiņai veltīto likumprojektu uzskata, ka nav iespējami vispārēji sociālie atvieglojumi barikāžu dalībniekiem, jo ne jau tādēļ cilvēki gāja aizstāvēt savu valsti. Uzskatām, ka likums būtu nepieciešams, bet likumprojekts jāpilnveido, tajā paredzot šādas lietas: pirmkārt, atvieglojumus barikādēs bojāgājušo tuviniekiem, kā arī barikāžu dalībniekiem, kas barikāžu laikā guvuši ievainojumus, represēti no promaskavisko spēku puses; otrkārt, valsts atbildību par barikāžu piemiņas saglabāšanu; treškārt, izglītības iestāžu pienākumu veikt jauniešu patriotisko audzināšanu un informēšanu par barikāžu pasākumiem; visbeidzot, pašvaldību tiesības noteikt papildu atvieglojumus barikāžu dalībniekiem. Šodien Saeimas sēdē tika skatīti arī vairāki citi aktuāli jautājumi. No Nacionālās apvienības puses vēlos izcelt dažus no tiem. Ar Eiropas Savienības direktīvas ieviešanu praksē ir saistīti šodien skatītie grozījumi Dzelzceļa likumā. Grozījumi nepieciešami, lai pilnvērtīgi varētu izpildīt Eiropas Parlamenta un Padomes prasības vienotas Eiropas dzelzceļa telpas izveidē. Līdz ar direktīvas ieviešanu tiek ieviestas arī vairākas jaunas prasības dzelzceļa pakalpojumiem un darbības principiem, lai samazinātu izmaksas un attiecīgi palielinātu piekļuvi pakalpojumiem. Direktīva paredz noteikt vienu dzelzceļa nozares regulatīvo institūciju. Šo grozījumu ieviešana ir būtiska, un Nacionālā apvienība šodien to arī atbalstīja. Otrajā lasījumā šodien tika skatīti grozījumi Publisko iepirkumu likumā, kuri paredz pārņemt Eiropas Savienības direktīvas prasības attiecībā uz valsts veiktajiem preču un pakalpojumu iepirkumiem, nosakot par pienākumu valsts tiešās pārvaldes iestādēm iegādāties energoefektīvas preces un pakalpojumus. Šādā veidā tiek veicināta ilgtspējīgas un atbildīgas prakses iedzīvināšana valsts pārvaldē. Šodien otrajā lasījumā tika atbalstīts arī Nacionālās drošības likuma grozījumu komplekss, kas paredz pilnveidot valsts augstāko amatpersonu un institūciju rīcību un efektivitāti valsts ārējā apdraudējuma gadījumā. Grozījumi Nacionālās drošības likumā, Nacionālo bruņoto spēku likumā un Ministru kabineta iekārtas likumā, kas īpaši aktuāli šodienas saspringtajos ģeopolitiskajos apstākļos, ļaus efektīvāk novērst valsts drošības apdraudējumus. Grozījumi precizē kara laika definīciju, kā arī atrunā amatpersonu funkcijas un pilnvaras valsts apdraudējuma gadījumā. Grozījumi vērsti uz ātru un efektīvu sadarbību un informācijas apmaiņu apdraudējuma gadījumā. Un ir apsveicams arī papildinājums, kas kompleksi palīdzēs aizsargāt mūsu valsts suverenitāti no ārējiem draudiem. Nobeigumā. Šodien Saeima uzklausīja Ministru prezidentes pārskatu par Latvijas nacionālo drošību. Pārskatā kā galvenie drošības riski iezīmēti Krievijas radītais apdraudējums un ar migrāciju un terorismu saistītie riski. No Nacionālās apvienības puses vēlos atkārtoti uzsvērt nepieciešamību ieguldīt nopietnu darbu nacionālās pozīcijas definēšanā un stiprināšanā migrācijas jautājumos. Kā pierādījuši notikumi Eiropā, neproporcionāli un neaptverami lielais migrantu un patvēruma meklētāju pieplūdums radījis ne vien riskus, bet arī reālu apdraudējumu vairākās Eiropas Savienības valstīs. Mūsu pienākums ir to nepieļaut. Tāpat jāiegulda nopietns darbs mūsu un vienlaikus Eiropas Savienības austrumu robežas stiprināšanā, kā arī NATO pastāvīgo spēku klātbūtnes nodrošināšanā, lai novērstu riskus un potenciālos apdraudējumus Latvijas sabiedrībai.
