Mums šodien bija tāda īpatnēja diena, jo mums bija nevis viena sēde, bet veselas divas, un tātad arī dienaskārtības bija patiesībā divas. Iepriekšējā nedēļa bija slavena ar to, ka mēs apstiprinājām valdību, vai, pareizāk sakot, bija jāizsaka uzticība jaunai valdībai... un tā arī tika izteikta, bet tur bija arī vēl vairāki jautājumi, ko es gribētu pieminēt. Viens no būtiskiem jautājumiem, protams, bija likumprojekts “Grozījumi Enerģētikas likumā”, kurā tika atbalstīta gāzes tirgus liberalizācija. Latvijas Reģionu apvienības nostāja šajā jautājumā ir ļoti vienkārša: jebkas, kas salētina gāzi, jebkas, kas paātrina lētas gāzes piegādi, vai jebkas, kas nodrošina tirgus ekonomisko situāciju jebkura energoresursa piegādei, ir sabiedrības interesēs, un mēs ticam, ka jaunā uzlecošā politikas zvaigzne Dana Reizniece-Ozola kopā ar visu savu juridisko svītu ir godprātīgi veikusi darbu un nav maldinājusi deputātus, apliecinot to, ka nav nekāda riska attiecībā uz šiem darījumiem, paātrinot šī tirgus liberalizācijas procesu. Līdz ar to Latvijas Reģionu apvienība uz šī pamata – lai sabiedrībai būtu ātrāk pieejams lētāks resurss – atbalstīja šos grozījumus. Mēs noteikti atbalstām Latgales speciālās ekonomiskās zonas likuma projektu, jo tas ir tikai normāli, ka Latgalē – tur, kur ir palikušas pussabrukušas ēkas un ražotnes, – būs iespējams ne tikai vienā noteiktā teritorijā, kur varbūt valda kāds vietējais cars un izdomā savus likumus, pie sabrukušajām ražotnēm šobrīd piesaistīt investorus un tādā veidā attīstīt Latgali. Protams, valdības apstiprināšana bija būtiskākais jautājums. Televīzijas skatītājiem jau bija iespēja dzirdēt Latvijas Reģionu apvienības pārstāvja viedokli par to, tāpēc paudīšu arī jums, radioklausītāji, kāds ir mūsu viedoklis. Mēs neatbalstījām šo valdību, un viens no mūsu galvenajiem pamatojumiem ir tas, ka nekas jau nemainās kopumā. Jau no pašas pirmās dienas Kučinska kungs teica, ka šī būs tāda valdība, kas pārņems iepriekšējās darbus, pieredzi, iemaņas, un slavināja Straujumas kundzes padarīto. Bet tas nebūt nav vienīgais, kas par to liecina. Par šīs valdības iecerēto darbu liecina arī tās deklarācija – tas ir tā kā plāns, ko valdība vēlas un ko plāno realizēt. Jau pašā deklarācijas sākumā lasām šādus vārdus: “Īstenosim (..) viedās specializācijas stratēģiju (..), izvērtējot sektorālas investīciju platformas”, “izstrādājot (..) inovācijas pētniecības teritoriālo kartējumu”... Tur ir arī vēl tāds brīnums – “vienota sociālā atmiņa”... Un, protams, kronis visam ir tāds vārds – “sadarbspēja”. Ja šādā valodā ir rakstīta šī deklarācija, tad skaidrs, ka tā nav domāta reģionu cilvēkiem, kuri runā normālā latviešu valodā. Tā ir domāta ierēdņiem, kuri turklāt vēl šo valodu kropļo. Un, protams, mūsu viedoklis ir tāds: jo sarežģītākā valodā tas tiek uzrakstīts, jo... Nav no kā prasīt atbildību, jo tie, kam tas domāts, nemaz nesaprot, par ko ir runa. Bet tagad par konkrētākām lietām. Mēs patiesībā neticam šajā deklarācijā paustajam. Neticam tam, ka, pieņemsim, ekonomikas ministrs, kurš līdz šim pārstāvēja Finanšu ministriju un nodarbojās ar tādu lietu kā mikrouzņēmumu slēgšana ar nodokļa palielināšanu, kļuvis tagad par ekonomikas ministru, kuram jāatbalsta uzņēmējdarbība, pēkšņi sāks to darīt. Mēs neticam tam, ka tie, kas it kā iestājas par demogrāfiju... Tajā pašā laikā... kā Parādnieka kunga iniciatīvas... Rezultātā tagad, lai reģistrētu nomas tiesības, cilvēkiem, ģimenēm jāiet pie notāriem, un tas sadārdzina viņu izdzīvošanu. Mēs neticam, ja mums saka, ka veicinās dialogu. Tajā pašā laikā, jau valdības sastādīšanas laikā, nenotiek vispār nekāds dialogs. Un īstenībā šī ir valdība tikai priekš 61 deputāta (patiesībā – 60, jo viena nebija uz vietas). Populisms skan cauri deklarācijas tekstiem: “izcilu (..) kultūras pakalpojumu izveidi”... Tātad tie ir vārdi, kas patiesībā ir atkal domāti rakstīšanai, nevis pildīšanai. Un tāpēc, izvērtējuši visu, kas mums ir piedāvāts, mēs nolēmām neticēt šim valdības formātam. Mēs neticam šiem cilvēkiem, un tāpēc mēs neatbalstījām. Šodienas sēdē viens no galvenajiem jautājumiem bija par pāreju uz vasaras laiku. Latvijas Reģionu apvienība atbalstīja iniciatīvu neveikt pāreju uz ziemas laiku, jo uzskata: kaut arī 51 procentu iedzīvotāju netraucē šāda stundu pārbīde, ir vairāki desmiti tūkstošu cilvēku – gan bērnu un māmiņu, gan vecāku cilvēku –, kuriem patiesībā tās dēļ ir veselības traucējumi un kuri izjūt ļoti lielas grūtības saistībā ar šo laika maiņu. Vairākums, kuram šī laika maiņa netraucē, nevar būt pārāks par desmitiem tūkstošu cilvēku, kuriem tā izraisa veselības problēmas! Mēs uzskatām, ka Saeimas šodienas lēmums ir nepatiess... nevis nepatiess, bet negodīgs, un mēs mēģināsim kaut kādā veidā šo jautājumu atkal iniciēt, lai Saeima atkal lemtu par to. Un visbeidzot – tiesībsarga ziņojums. Kopumā tika mēģināts kaut kādus šķēpus lauzt, bet patiesībā pats trakākais, kas izriet no tiesībsarga ziņojuma, ir sekojošais: likumi mums ir labi, bet patiesībā pati valsts vara šos likumus neievēro. Un šis tiesiskais nihilisms ir iemesls pārdomām par to, kādus cilvēkus, kādas partijas mēs ievēlam, kādas partijas mēs laižam pie varas. Paldies par uzmanību.".

Manuprāt, tie ir divi būtiskākie jautājumi, proti, likumprojekts “Grozījumi Enerģētikas likumā” un likumprojekts “Latgales speciālās ekonomiskās zonas likums”. Tātad “Grozījumi Enerģētikas likumā”. Saeima ir noslēgusi četrus mēnešus ilgo darbu pie “Latvijas Gāzes” tirgus liberalizācijas regulējuma izstrādes. Likumā ir paredzēti divi galvenie termiņi pilnai pārvades un uzglabāšanas sistēmas operatoru īpašumtiesību nodalīšanai. Un, proti, viens termiņš ir 2017.gada 3.aprīlis, kad jāizveido juridiski neatkarīga sabiedrība, kas nodrošina dabasgāzes pārvades sistēmas operatora un uzglabāšanas sistēmas operatora pakalpojumus un kuras īpašumā ir pārvades sistēmas aktīvi, un kuras rīcībā ir Inčukalna pazemes gāzes krātuve, kā arī licence dabasgāzes pārvades un uzglabāšanas pakalpojumu nodrošināšanai. Otrs termiņš ir 2017.gada 31.decembris, kad pilnībā jāpabeidz dabasgāzes pārvades un uzglabāšanas sistēmas operatoru īpašumtiesību nodalīšana, tas ir, jāpanāk situācija, kad pārvades un uzglabāšanas sistēmas operators ir no akciju sabiedrības “Latvijas Gāze” neatkarīga kapitālsabiedrība, kuras īpašnieki nedz tieši, nedz netieši nav saistīti ar akciju sabiedrību “Latvijas Gāze” vai tās akcionāriem. Likumprojekta praktiskais un galvenais mērķis ir nodrošināt priekšnosacījumus dabasgāzes cenu samazināšanai un to veidošanai uz tirgus nosacījumu pamata. Komisijā ļoti daudz diskutējām par gāzes cenām, kādas tās ir pie mūsu kaimiņiem un kādas tās ir kopumā Eiropas Savienībā. Mani personīgi pārsteidza, ka Vācijā viens no maniem, var teikt, bērnības draugiem 2015.gadā par patērēto siltumu savā mājsaimniecībā, kuru viņš apkurina ar gāzi, samaksāja mazāk nekā bija jāmaksā atbilstošai mājsaimniecībai Latvijā. Es domāju, ar šo regulējumu un grozījumiem Enerģētikas likumā mēs tomēr panāksim stabilu un prognozējamu enerģētikas politiku nākotnē un arī dabasgāzes cenas tiks noteiktas atbilstoši tirgus cenām, jo šajā uzņēmējdarbības sfērā varēs piedalīties arī citi uzņēmēji. Otrs, manuprāt, ļoti būtisks jautājums ir veltīts Latgales reģiona attīstībai. Mēs esam izstrādājuši likumprojektu “Latgales speciālās ekonomiskās zonas likums”, un Saeimā tas šodien tika pirmajā lasījumā atbalstīts. Lai nodrošinātu pēctecību iepriekš īstenotajam Latgales plānam, kas bija izstrādāts laika posmam no 2013. līdz 2014.gadam, un lai risinātu ilgstoši pastāvošās sociāli ekonomiskās problēmas – iedzīvotāju aizplūšana, augstais bezdarba līmenis, zemais ienākumu līmenis, zemā uzņēmējdarbības aktivitāte –, 2015.gada sākumā valdībā tika apstiprināts rīcības plāns Latgales reģiona attīstībai 2015.–2017.gadam. Plānā ietverti konkrēti pasākumi, kas veicinās nodarbinātību un ekonomisko aktivitāti Latgales reģionā, tajā skaitā Latgales plānošanas reģiona pašvaldībām un Alūksnes novada pašvaldībai ir paredzēts Eiropas Savienības fonda finansējums 52 miljonu eiro apmērā. Atbalsts tiks sniegts pašvaldību attīstības programmās noteiktajiem prioritārajiem infrastruktūras projektiem, kas vērsti uz pilsētvides, kā arī rūpniecisko teritoriju un citu uzņēmējdarbībā izmantot plānoto degradēto teritoriju atjaunošanu. Ir paredzēts, ka jau šogad tiks uzsākta projekta īstenošana. Atbilstoši Latgales attīstības plānā ietvertajiem pasākumiem ar likumprojektu “Latgales speciālās ekonomiskās zonas likums” Latgales reģionā paredzēts izveidot Latgales speciālo ekonomisko zonu, piesaistot ieguldījumus ražošanas un infrastruktūras attīstībai un jaunu darba vietu radīšanai. Saskaņā ar sociāli ekonomiskajiem statistikas datiem reģionu attīstība Latvijā ir nevienmērīga un Latgales reģions atpaliek no pārējiem valsts reģioniem, piemēram, iekšzemes kopprodukta dati rāda, ka kopumā Latgales reģionā ir saglabājies izteikti zemāks sociāli ekonomiskās attīstības līmenis, salīdzinot ar Latvijas vidējiem rādītājiem. Iekšzemes kopprodukts uz vienu iedzīvotāju Rīgā ir gandrīz trīs reizes lielāks, bet Latvijā vidēji tas ir gandrīz divas reizes lielāks nekā Latgales reģionā. Līdzīga situācija ir novērojama arī attiecībā uz bezdarba līmeņa rādītājiem. Ja ekonomiskās krīzes periodā Latgales reģionā bija zemāks bezdarba līmenis nekā vidēji Latvijā un situācija nodarbinātības ziņā bija labāka nekā atsevišķos reģionos, tad, ekonomiskajai situācijai uzlabojoties, turpmākajos gados Latgales reģionā ekonomiskā attīstība ir bijusi lēnāka nekā pārējos reģionos un bezdarba līmenis nav būtiski samazinājies. 2014.gadā tas bija 12,1 procents, bet Latvijā vidēji bezdarbs ir 8,3 procenti. Tajā pašā laikā uzņēmējdarbības rādītāji liecina, ka Latgales reģionā ir pietiekams potenciāls ekonomiskajai attīstībai. Uzņēmējdarbības rādītāji norāda uz ekonomiska izrāviena iespējām, jo pēckrīzes laiks iezīmē pakāpenisku uzņēmējdarbības aktivitātes palielināšanos Latgales reģionā, kuru papildus varētu veicināt ar speciālās ekonomiskās zonas noteikšanu Latgalē. Likumprojekts nosaka, ka maksimālais speciālās ekonomiskās zonas izmērs var būt līdz 5 procentiem no Latgales reģiona platības. Tā ietvaros ir noteikti pamatkritēriji, pēc kādiem tiek vērtētas teritorijas, kurām varētu piešķirt speciālās ekonomiskās zonas statusu. Galvenie izvirzītie kritēriji, teritorijai piešķirot speciālās ekonomiskās zonas statusu, ir teritorijas piederība, teritorijas infrastruktūras stāvoklis, plānotās investīcijas teritorijas infrastruktūras stāvokļa uzlabošanai un plānotie rezultāti. Pasaulē speciālo ekonomisko zonu attīstība pēdējos gados ir notikusi ļoti strauji. Šobrīd vairāk nekā 130 valstīs ir dažāda veida ekonomiskās zonas. No Latvijas kaimiņvalstīm Latvijas speciālajām ekonomiskajām zonām identiskas zonas ir veiksmīgi attīstījušās Polijā, kur pašlaik ir 14 speciālās ekonomiskās zonas, tās ir piesaistījušas vairāk nekā 20 miljardu eiro lielas investīcijas un radījušas 186 tūkstošus jaunu darba vietu. Ekonomisko zonu ieviešana un pareiza to izmantošana ir labs ekonomikas atbalsta instruments, kas valstī radītu labvēlīgāku uzņēmējdarbības vidi un veicinātu tautsaimniecības attīstību. Līdz ar šo likumprojektu tiks veikti papildu grozījumi arī likumā par nodokļu piemērošanu brīvostās un speciālajās ekonomiskajās zonās, nodrošinot iespēju uzņēmējiem, kuri veiks ieguldījumus Latgales speciālajā ekonomiskajā zonā, pretendēt uz tiešo nodokļu atvieglojumiem, proti, uzņēmumu ienākuma nodokļa un nekustamā īpašuma nodokļa atlaidēm līdz pat 80 procentiem. Likumprojekts nosaka, ka Latgales speciālā ekonomiskā zona pastāvēs līdz 2035.gada 31.decembrim. Tie bija galvenie jautājumi, par kuriem es gribēju pavēstīt no Nacionālās apvienības puses.
