Saskaņā ar Saeimas kārtības ruļļa 131.4 panta pirmo daļu 2015.gada 19.novembrī iesniegums tika nodots Mandātu, ētikas un iesniegumu komisijai sākotnējai izvērtēšanai. 2.decembrī komisija sarīkoja pirmo sākotnējās izvērtēšanas sēdi, uz kuru tika uzaicināts iesnieguma autors. Autors pamatoja iesniegumā pausto prasību ceļu nodokli pievienot degvielas cenai. Tas radītu nelielas izmaiņas degvielas cenas kāpumā, taču tādējādi tiktu uzlabota nodokļu sistēma. Piemēram, kaimiņvalstīs ir likums, kas noteic, ka ceļu nodokli maksā atkarībā no braukšanai patērētā degvielas daudzuma. Akcīzes nodokli ieteicams novirzīt atsevišķā, ceļiem paredzētā fondā. Ja būtu šāds atsevišķs fonds, tad līdzekļus varētu izmantot ceļu remontam. Kā vienu no negatīvajiem faktiem autors minēja to, ka, piemēram, Latvijā visas autostāvvietas ceļa malās jeb tā saucamās kabatas ir aizvērtas ciet. Nav kārtīgu atpūtas vietu, kas būtu aprīkotas ar atkritumu tvertnēm. Bet, ja ir, tad tās parasti ir pilnas. Piebāztās tvertnes pieder pašvaldībām, kurām nepietiek finansējuma atkritumu aizvākšanai. Komisija iesnieguma izvērtēšanu turpināja 20.janvārī. Sēdē piedalījās un viedokļus izteica Satiksmes ministrijas, biedrības “Latvijas ceļu būvētājs”, biedrības “Autopārvadātāju asociācija “Latvijas auto””, Latvijas Motokluba asociācijas, valsts akciju sabiedrības “Latvijas autoceļu uzturētājs”, valsts akciju sabiedrības “Latvijas Valsts ceļi”, valsts akciju sabiedrības “CSDD” pārstāvji. Satiksmes ministrijas pārstāvji salīdzināja finansējumu autoceļiem Lietuvā, Igaunijā un Latvijā un šā finansējuma piesaisti ceļu lietotāju maksājumiem. Viņi informēja, ka Lietuvā finansējums ceļiem tiek piešķirts no akcīzes nodokļa degvielai. Latvijā no 2004.gada autoceļu fonds pastāv tikai kā nosaukums. Vienīgais likumā iezīmētais finansējuma avots ir eirovinjete. Ieņēmumi no tās pagājušajā gadā bija 18 miljoni eiro, taču tie tiek novirzīti tikai valsts galvenajiem autoceļiem. Saskaņā ar likumu aptuveni 25 procenti kā mērķdotācija tiek iedalīti pašvaldību ceļu un ielu uzturēšanai un būvei. 2016.gadā tie ir tikai 48 miljoni eiro. No 1994.gada līdz 2004.gadam pastāvēja valsts autoceļu fonds, no kura budžeta līdzekļi tika novirzīti tikai autoceļiem. Pēdējos 20 gadus valstī nepietiek budžeta līdzekļu autoceļu uzturēšanai un remontam. Šobrīd autoceļu segums ir sliktā stāvoklī, un tas turpina strauji pasliktināties. Nepieciešamais finansējums valsts autoceļiem ir vairāk par 400 miljoniem eiro, pat 500 miljoni gadā. 2015.gadā tika veikti darbi par 268 miljoniem eiro. Šogad plāno par 320 miljoniem eiro, no kuriem 49 miljoni ir dotācija pašvaldību ceļiem. Lielākā problēma ir tā, ka valsts autoceļu sakārtošanas programma 2014.-2020.gadam netiek pildīta, jo valsts finansējums ir nepietiekams. 2014. un 2015.gadā deficīts bija 330 miljoni eiro, un tāpēc palika nesalaboti programmā iekļautie 1100 kilometri ceļu. Valsts budžetā ir nepieciešams 151 miljons 100 eiro, lai realizētu programmu attiecībā uz valsts vietējiem ceļiem. Lai saglabātu valsts autoceļu tīklu labā braukšanas kvalitātē un drošības līmenī, katru gadu tā uzturēšanā un periodiskā atjaunošanā nepieciešams ieguldīt 673 miljonus eiro. Kopš 1991.gada valsts autoceļiem ir uzkrājies remontdarbu deficīts aptuveni 4 miljardu eiro apmērā. “Latvijas ceļu būvētājs” pauda viedokli, ka fondu ir nepieciešams atjaunot. Pārstāvji atgādināja, ka pirms vēlēšanām deputāti ar sabiedriskajām organizācijām parakstīja vienošanos par valsts autoceļu fonda atjaunošanu, bet šī vienošanās nav pildīta. Atjaunotais fonds ļautu ceļu lietotāju samaksātos septiņus nodokļus un nodevas novirzīt ceļu remontiem, lai turpmāk katru gadu nebūtu jāzaudē aptuveni 860 miljoni eiro, braucot pa sliktiem ceļiem. Ceļu satiksmes drošības direkcijas (CSDD) pārstāvis norādīja, ka arī tas vieglo auto nodoklis, kuru iekasē CSDD, uzreiz tiek pārskaitīts valsts budžetā. Latvija ir vienīgā valsts, kurā darbojas sistēma, saskaņā ar kuru, veicot tehnisko apskati, raugās, vai nodoklis par iepriekšējiem gadiem ir samaksāts. Latvijas Autopārvadātāju asociācijas pārstāvji norādīja, ka Latvijas tranzītceļi kopumā ir sliktā stāvoklī, kas pēdējo gadu laikā nav uzlabojies salīdzinājumā ar kaimiņvalstīm. Lauku ceļi arī ir ļoti sliktā stāvoklī. Turklāt katrs kravas auto dažādos nodokļos samaksā aptuveni 10-15 eiro dienā. Asociācijas pārstāvji uzskata, ka ceļu sakārtošanā ir jābūt ilgtspējīgam modelim un tagad būtu pēdējais laiks investēt ceļu sakārtošanā, lai Latvijā turpinātos uzņēmējdarbība, lai notiktu kravu pārvadājumi, un tā tālāk. Motoklubu pārstāvji kā vienu no galvenajiem faktoriem, kam būtu jāpievērš uzmanība, minēja cilvēku drošību uz ceļiem. Motobraucēji kā neviens cits izjūt ceļa kvalitāti. Un, protams, atbalsts ģimenēm nav nekādā veidā saistīts ar energoefektivitātes projekta realizāciju. Tas vēl vienu reizi parāda, ka faktiski tā ir budžeta deficīta radīšana, jo šie līdzekļi ir izmantojami tikai konsekventi ar energoefektivitāti saistītiem projektiem. Un te būtu atkal vietā jautājumi izpildvarai: kas ir darīts vairāku gadu garumā un kāpēc? Neviens projekts nav... tikpat kā neviens projekts nav realizēts, lai arī gan mājsaimniecības, gan bizness, tai skaitā valsts un pašvaldību institūcijas, izmantojot šos līdzekļus, padarītu ēku apsildi ekonomiskāku, jo šeit ir programmas, kas ir paredzētas, ka tieši biomasu izmanto kā enerģijas avotu un līdz ar to tātad gan stimulētu ekonomiku, gan arī taupītu tur, kur tas būtu iespējams. Un vēlreiz saku - mēs šo priekšlikumu atbalstām, bet man ir ļoti žēl, ka atkal, kārtējo reizi uzdodot jautājumus, nav diskusijas par to, kāpēc politika netiek realizēta, kāpēc netiek sasniegti mērķi, kas bija uzstādīti. Un vēl vienu reizi pierādījās, ka iesniegtais budžets parlamentā ar atrunām, ka politiku un rezultātus mēs iesniegsim pēc diviem mēnešiem, pat tad, kad ir uzrakstīti šie budžeta paskaidrojumi, arī šodien, kādi tie ir izlasāmi Vides un reģionālās attīstības ministrijas mājaslapā, absolūti neatbilst tam, kas faktiski par šiem līdzekļiem šajā programmā tiek darīts. Man ir ļoti žēl, ka izpildvarai ļauj šādi tik ciniski un vienaldzīgi izturēties pret nodokļu maksātāju līdzekļiem. Paldies.".
