Kā jūs droši vien zināt, ir vairāki instrumenti, ir arī šis emisijas kvotu instruments, bet tieši šis instruments ir tas, kurš galīgi nesekmīgi tiek realizēts. Un, protams, atbalsts ģimenēm nav nekādā veidā saistīts ar energoefektivitātes projekta realizāciju. Tas vēl vienu reizi parāda, ka faktiski tā ir budžeta deficīta radīšana, jo šie līdzekļi ir izmantojami tikai konsekventi ar energoefektivitāti saistītiem projektiem. Un te būtu atkal vietā jautājumi izpildvarai: kas ir darīts vairāku gadu garumā un kāpēc? Neviens projekts nav... tikpat kā neviens projekts nav realizēts, lai arī gan mājsaimniecības, gan bizness, tai skaitā valsts un pašvaldību institūcijas, izmantojot šos līdzekļus, padarītu ēku apsildi ekonomiskāku, jo šeit ir programmas, kas ir paredzētas, ka tieši biomasu izmanto kā enerģijas avotu un līdz ar to tātad gan stimulētu ekonomiku, gan arī taupītu tur, kur tas būtu iespējams. Un vēlreiz saku - mēs šo priekšlikumu atbalstām, bet man ir ļoti žēl, ka atkal, kārtējo reizi uzdodot jautājumus, nav diskusijas par to, kāpēc politika netiek realizēta, kāpēc netiek sasniegti mērķi, kas bija uzstādīti. Un vēl vienu reizi pierādījās, ka iesniegtais budžets parlamentā ar atrunām, ka politiku un rezultātus mēs iesniegsim pēc diviem mēnešiem, pat tad, kad ir uzrakstīti šie budžeta paskaidrojumi, arī šodien, kādi tie ir izlasāmi Vides un reģionālās attīstības ministrijas mājaslapā, absolūti neatbilst tam, kas faktiski par šiem līdzekļiem šajā programmā tiek darīts. Man ir ļoti žēl, ka izpildvarai ļauj šādi tik ciniski un vienaldzīgi izturēties pret nodokļu maksātāju līdzekļiem. Paldies.".
