Bet, ja mēs runājam par to vēsturisko fonu, kura dēļ šie noteikumi tika iesniegti, tad jāteic, ka tas jautājums tika risināts saskaņā ar valdības uzdevumu – pārskatīt šos iepirkumu tarifus, ņemot vērā to, ka, krītoties gāzes cenai, pie kā ir “piesieta” šī iepirkuma formula... padarīja neizdevīgu šo iepirkumu virknei koģenerācijas stacijās ražo... elektroenerģijas ražotājiem. Savukārt, ņemot vērā to, ka mainījās ministri, un pamatojoties uz to, ka šobrīd ir ļoti nopietni jāpārskata energotirgus efektivitātes jautājumi, ņemot vērā to, ka, pastāvot 850 miljonu lielam energotirgum, mēs saskaramies ar 300 miljonu – vairāk nekā 300 miljonu – lielām subsīdijām, es uzskatīju par nepieciešamu šos noteikumus atsaukt un pārskatīt šos mehānismus kā tādus.".
