Un no Nacionālās apvienības puses vēlos izcelt, mūsuprāt, svarīgākos no tiem. Būtisks ir šodien skatītais likumprojekts “Grozījumi Latvijas Okupācijas muzeja likumā”, kas paredz nacionālo interešu objekta statusa piešķiršanu Padomju okupācijas upuru piemiņas memoriāla kompleksam, vienlaikus nosakot memoriāla kompleksa būvniecības projekta īstenošanas termiņu līdz 2018.gada 31.jūlijam. Šie grozījumi ļaus operatīvāk un veiksmīgāk virzīt šo dziļi simbolisko un nozīmīgo projektu uz priekšu, novēršot projekta ilgtermiņa iesaldēšanu. Šodien izskatīšanai Saeimas komisijās nodots likumprojekts “Grozījums Reģionālās attīstības likumā”, kas izvirzīts ar mērķi paaugstināt pašvaldību un plānošanas reģionu lomu uzņēmējdarbības veicināšanā un kopumā uzlabot uzņēmējdarbības vidi valstī. Par šā grozījuma nepieciešamību iestājās arī Nacionālā apvienība. Mēs saredzam būtisku nepieciešamību stiprināt plānošanas reģionu un pašvaldību lomu uzņēmējdarbības veicināšanā novados un reģionos, pārņemot labākās prakses, piemēram, Latgales uzņēmējdarbības centra pilotprojektu un īstenojot pasākumus, lai mērķtiecīgi veidotu uzņēmējdarbības atbalsta politiku savā reģionā. Atbalsts un uzņēmējiem draudzīgas vides veidošana ir viens no būtiskākajiem aspektiem, lai nodrošinātu ekonomisko izaugsmi un iedzīvotāju labklājību Latvijas reģionos. Šodien pēdējā lasījumā tika skatīti grozījumi likumā “Par valsts pensijām” jeb pensiju indeksācijas jautājums. Grozījumi paredz, ka, sākot ar 2017.gadu, pensiju indeksācijā līdzšinējo 25 procentu vietā tiks ņemti vērā 50 procenti no apdrošināšanas iemaksu algas reālā pieauguma procentiem. Šī atbalstāmā iniciatīva tiešā veidā sniegs lielāku atbalstu pensiju saņēmējiem, uzlabojot viņu kopējo dzīves līmeni. Pēdējā lasījumā šodien pieņemti arī grozījumi Operatīvās darbības likumā, kas nepieciešami, lai nodrošinātu cilvēktiesību ievērošanas augstāku garantiju operatīvās darbības procesā. Grozījumos ietverti mehānismi, kas palielina personu privātās dzīves aizsardzību un samazina patvaļīgas rīcības iespējamību operatīvo darbību ietvaros. Tie ir svarīgi grozījumi, kas palīdz aizsargāt cilvēku pamattiesības uz privāto dzīvi un tās neaizskaramību. Ļoti būtiski ir Valsts kontroles virzītie un šodien pirmajā lasījumā pieņemtie grozījumi Publiskas personas finanšu līdzekļu un mantas izšķērdēšanas novēršanas likumā, kas paredz amatpersonas mantisko atbildību par tās lēmumu, nepareizu lēmumu, bezdarbības un citu iemeslu dēļ valstij radītajiem zaudējumiem. Šie grozījumi ir apsveicami un var sniegt milzīgu artavu valsts pārvaldes uzlabošanā un sakārtošanā. Noslēgumā vēlos izcelt šodien apstiprinātos grozījumus Korupcijas novēršanas un apkarošanas biroja likumā, kuri pilnveido regulējumu attiecībā uz KNAB darbu un tā vadītāja atbrīvošanu no amata. Likumprojektā precizēts un noteikts KNAB biroja statuss, to definējot kā tiešās pārvaldes iestādi, kuras institucionālā pārraudzība tiek īstenota ar Ministru prezidenta starpniecību. Šī pārraudzība nozīmē, ka Ministru prezidentam būs tiesības pārbaudīt KNAB vadītāja pieņemto pārvaldes lēmumu tiesiskumu un atcelt prettiesiskus lēmumus. Pārraudzība neattieksies uz tiem lēmumiem, kurus KNAB pieņem, īstenojot savas funkcijas korupcijas novēršanā. Tāpat grozījumos tiek noteikts, ka KNAB nodarbinātie atrodas valsts dienestā, tā, kā tas ir citās valsts iestādēs, kurām piešķirtas izmeklēšanas operatīvās darbības pilnvaras. Šo grozījumu komplekss pirmām kārtām uzliks lielāku atbildību pašam KNAB kontrolēt un efektivizēt savu darbību. Tāpat tas var būtiski palīdzēt uzlabot pēdējo gadu laikā iedragāto KNAB publisko tēlu. Arī Latvijas Reģionu apvienības frakcija balsoja “par”, jo uzskata, ka beidzot šī iekšējā cīņa, šī intrigu atmosfēra šajā organizācijā jāizbeidz. Tas ir mūsu redzējums, mēs atbalstījām šādu dienesta attiecību izveidošanu un dodam sešus mēnešus laika esošajam vadītājam Streļčenokam reāli parādīt uzlabojumus darbībā. Pretējā gadījumā mēs rudenī varētu lemt arī par iespējamo šīs organizācijas reorganizāciju, ja arī šīs izmaiņas nepalīdzēs KNAB sākt strādāt. Jo turpināt tērēt valsts līdzekļus un nepārtraukti nākt ar lozungiem par korupcijas apkarošanu, bet patiesībā neuzrādīt nekādus dižus reālus rezultātus – tā ir noziedzība pret tautu, kura šodien cīnās pati par savu izdzīvošanu. Otrs būtisks jautājums bija par Latvijas Okupācijas muzeju. Uzreiz jāteic, ka Latvijas Reģionu apvienība nekādā ziņā neapstrīd Latvijas Okupācijas muzeja jēgu, būtību un nozīmi. Bet veids, kā tas šobrīd tiek pasniegts, mūs pat vairs nepārsteidz, jo šī koalīcija ar šādiem jautājumiem nodarbojas regulāri, un atkal primārais ir jautājums nevis par būtību, bet par naudas sadali. Mums šķiet, ka šie līdzekļi, kas tiks atvēlēti, – 7 miljoni eiro –, tie vairāk... lielākais akcents šobrīd tiek likts uz šiem līdzekļiem, nevis uz to, lai mūsu bērni, mazbērni un cilvēki, kas ir atbraukuši no ārzemēm, varētu iepazīties ar okupācijas faktu dokumentiem un pierādījumiem. Tālāk. Mēs atbalstījām arī sabiedrības iniciatīvu attiecībā... par samazinātā PVN elektrībai un gāzei novirzīšanu komisijai. Tas nenozīmē, ka mēs uzreiz to atbalstām, jo tiešām ir detalizēti jāanalizē, kāda ietekme būs uz valsts budžetu un cik tas ir likumīgi. Bet neatbalstīt vairāk kā 10 tūkstošu cilvēku iniciatīvas izskatīšanu – tas būtu kārtējais nepareizais signāls sabiedrībai. Vēl Latvijas Reģionu apvienība bija nosūtījusi vēstuli tieslietu ministram ar konkrētiem 14 jautājumiem saistībā ar nekustamo īpašumu apsaimniekošanu Tieslietu ministrijas pakļautībā esošajā Tiesu namu aģentūrā, jo droši vien nevienam vairs nav noslēpums par šo darījumu, kurš bija veikts jau pirms kāda laika Jūrmalā un kura rezultātā, mūsuprāt, no valsts budžeta ir izkrāpts vairāk nekā viens miljons eiro. Diemžēl ministrs... ministra parakstītā un no ministrijas saņemtā atbilde ir visai formāla un tajā nav galvenās atbildes – kurš atbildēs par šāda veida darbībām. Tas jau ir tradicionāli, ka šī koalīcija nespēj panākt vārda “atbildība” ienākšanu augstākajos varas līmeņos un panākt tā iedzīvināšanu. Ir vārdi, bet nav darbības. Un visbeidzot par šodien pieņemto lēmumu attiecībā uz pensiju indeksāciju. Mēs arī to atbalstījām un uzskatām, ka tas ir pamatoti un tā bija jādara, tikai mums bija nedaudz jocīgi skatīties, kāda viedokļu mainība ir notikusi vienā no varas partijām, kura vēl nesen mānīja... ar bijušā premjera muti mānīja pensionārus par indeksāciju un pēc tam rādīja čurikus vai vēl kaut ko tur, bet beigu beigās šodien, kad tuvojas kārtējās vēlēšanas, atkal lielā vienprātībā sola pensionāriem. Likuma grozījumi paredz arī novērst situāciju, ka atsevišķiem iekšlietu sistēmas darbiniekiem piešķirtais valsts pensijas apmērs ir mazāks par iepriekš saņemto izdienas pensiju. Šodien galīgajā lasījumā tika atbalstīts arī likumprojekts “Grozījumi Korupcijas novēršanas un apkarošanas biroja likumā” ar mērķi pilnveidot biroja darbu. Likuma grozījumi izstrādāti saskaņā ar Ekonomiskās sadarbības un attīstības organizācijas ieteikumiem, kas Latvijai sniegti korupcijas apkarošanas jomā. Minēšu konkrētus piemērus. Turpmāk viena un tā pati persona par KNAB priekšnieku varēs būt ne vairāk kā divus termiņus pēc kārtas. Tāpat noteikts, ka biroja amatpersonas dienesta attiecību izbeigšanai un atbrīvošanai turpmāk nebūs nepieciešama arodbiedrības piekrišana, savukārt KNAB priekšnieka atbrīvošana būs iespējama tikai ar pamatotiem iemesliem un speciāli izveidotas komisijas atļauju. Šodien atbalstītie Krimināllikuma grozījumi pilnveido tiesisko regulējumu attiecībā uz personu nelikumīgu pārvietošanu pāri robežai, kas ir ļoti būtiski. Ja personu nelikumīgu pārvietošanu izdarījusi valsts amatpersona, izmantojot savu dienesta stāvokli, personu grupā pēc iepriekšējas vienošanās vai arī pāri robežai pārvietota vairāk nekā viena persona, tiesa varēs piemērot brīvības atņemšanu līdz pieciem gadiem. Savukārt, ja personu pārvietošanu izdarījusi organizēta grupa, ja tas izraisījis smagas sekas vai arī pāri robežai vienā gadījumā nelikumīgi pārvietotas vairāk nekā piecas personas, būs iespējama brīvības atņemšana no diviem līdz astoņiem gadiem. Noziedzniekam varēs piemērot arī mantas konfiskāciju, kā arī probācijas uzraudzību līdz trim gadiem. Svarīgi atzīmēt, ka saskaņā ar Valsts robežsardzes datiem kopš 2014.gada vairākkārt palielinājies aizturēto nelegālo migrantu un to pārvietotāju skaits. Tāpēc problēma jārisina, un šī problēma neapšaubāmi tiks risināta. Un pēdējais, ko es vēlos šodien pateikt. Mēs uzskatām, ka tas ir ļoti būtiski – Saeima šodien ar nelielu balsu pārsvaru pieņēma lēmumu uzdot Budžeta un finanšu (nodokļu) komisijai, balstoties uz 10 721 Latvijas pilsoņa iesniegto kolektīvo iesniegumu par pievienotās vērtības nodokļa likmes samazināšanu dabasgāzei un elektroenerģijai, izvērtēt iespēju samazināt pievienotās vērtības nodokļa likmi dabasgāzes un elektroenerģijas piegādei mājsaimniecību vajadzībām uz 12 procentiem un, ja to atzīs par iespējamu, lemt par attiecīga likumprojekta sagatavošanu un akceptēšanu Saeimā.
