Un no Nacionālās apvienības puses vēlos izcelt, mūsuprāt, svarīgākos no tiem. Būtisks ir šodien skatītais likumprojekts “Grozījumi Latvijas Okupācijas muzeja likumā”, kas paredz nacionālo interešu objekta statusa piešķiršanu Padomju okupācijas upuru piemiņas memoriāla kompleksam, vienlaikus nosakot memoriāla kompleksa būvniecības projekta īstenošanas termiņu līdz 2018.gada 31.jūlijam. Šie grozījumi ļaus operatīvāk un veiksmīgāk virzīt šo dziļi simbolisko un nozīmīgo projektu uz priekšu, novēršot projekta ilgtermiņa iesaldēšanu. Šodien izskatīšanai Saeimas komisijās nodots likumprojekts “Grozījums Reģionālās attīstības likumā”, kas izvirzīts ar mērķi paaugstināt pašvaldību un plānošanas reģionu lomu uzņēmējdarbības veicināšanā un kopumā uzlabot uzņēmējdarbības vidi valstī. Par šā grozījuma nepieciešamību iestājās arī Nacionālā apvienība. Mēs saredzam būtisku nepieciešamību stiprināt plānošanas reģionu un pašvaldību lomu uzņēmējdarbības veicināšanā novados un reģionos, pārņemot labākās prakses, piemēram, Latgales uzņēmējdarbības centra pilotprojektu un īstenojot pasākumus, lai mērķtiecīgi veidotu uzņēmējdarbības atbalsta politiku savā reģionā. Atbalsts un uzņēmējiem draudzīgas vides veidošana ir viens no būtiskākajiem aspektiem, lai nodrošinātu ekonomisko izaugsmi un iedzīvotāju labklājību Latvijas reģionos. Šodien pēdējā lasījumā tika skatīti grozījumi likumā “Par valsts pensijām” jeb pensiju indeksācijas jautājums. Grozījumi paredz, ka, sākot ar 2017.gadu, pensiju indeksācijā līdzšinējo 25 procentu vietā tiks ņemti vērā 50 procenti no apdrošināšanas iemaksu algas reālā pieauguma procentiem. Šī atbalstāmā iniciatīva tiešā veidā sniegs lielāku atbalstu pensiju saņēmējiem, uzlabojot viņu kopējo dzīves līmeni. Pēdējā lasījumā šodien pieņemti arī grozījumi Operatīvās darbības likumā, kas nepieciešami, lai nodrošinātu cilvēktiesību ievērošanas augstāku garantiju operatīvās darbības procesā. Grozījumos ietverti mehānismi, kas palielina personu privātās dzīves aizsardzību un samazina patvaļīgas rīcības iespējamību operatīvo darbību ietvaros. Tie ir svarīgi grozījumi, kas palīdz aizsargāt cilvēku pamattiesības uz privāto dzīvi un tās neaizskaramību. Ļoti būtiski ir Valsts kontroles virzītie un šodien pirmajā lasījumā pieņemtie grozījumi Publiskas personas finanšu līdzekļu un mantas izšķērdēšanas novēršanas likumā, kas paredz amatpersonas mantisko atbildību par tās lēmumu, nepareizu lēmumu, bezdarbības un citu iemeslu dēļ valstij radītajiem zaudējumiem. Šie grozījumi ir apsveicami un var sniegt milzīgu artavu valsts pārvaldes uzlabošanā un sakārtošanā. Noslēgumā vēlos izcelt šodien apstiprinātos grozījumus Korupcijas novēršanas un apkarošanas biroja likumā, kuri pilnveido regulējumu attiecībā uz KNAB darbu un tā vadītāja atbrīvošanu no amata. Likumprojektā precizēts un noteikts KNAB biroja statuss, to definējot kā tiešās pārvaldes iestādi, kuras institucionālā pārraudzība tiek īstenota ar Ministru prezidenta starpniecību. Šī pārraudzība nozīmē, ka Ministru prezidentam būs tiesības pārbaudīt KNAB vadītāja pieņemto pārvaldes lēmumu tiesiskumu un atcelt prettiesiskus lēmumus. Pārraudzība neattieksies uz tiem lēmumiem, kurus KNAB pieņem, īstenojot savas funkcijas korupcijas novēršanā. Tāpat grozījumos tiek noteikts, ka KNAB nodarbinātie atrodas valsts dienestā, tā, kā tas ir citās valsts iestādēs, kurām piešķirtas izmeklēšanas operatīvās darbības pilnvaras. Šo grozījumu komplekss pirmām kārtām uzliks lielāku atbildību pašam KNAB kontrolēt un efektivizēt savu darbību. Tāpat tas var būtiski palīdzēt uzlabot pēdējo gadu laikā iedragāto KNAB publisko tēlu.
