Pirms divām nedēļām Ministru kabinets grozīja Ministru kabineta noteikumus par rezidentu sadali, un jaunie noteikumi no rītdienas, tātad no 1.aprīļa, ir spēkā. Tas nozīmē, ka no rītdienas mūsu valstī ir spēkā kārtība, ka jaunie ārsti, kuri šogad stāsies rezidentūrā... Rezidentūra – tā ir studiju programma, lai specializētos kādā no medicīnas disciplīnām. Ja jaunie ārsti rezidentūrā gribēs mācīties par valsts naudu, viņiem, stājoties rezidentūrā, jāņem vērā, ka no tiem, kuri būs ar līdzīgiem rādītājiem, līdzīgām sekmēm, priekšroka uzņemšanā tiks dota tādiem jaunajiem ārstiem, kuriem būs tā sauktais reģionālais līgums – rakstiska vienošanās ar reģiona pašvaldību par to, ka viņš gribētu kļūt konkrētajā reģionā par ģimenes ārstu, – vai nu ar reģionālo, pašvaldībai piederošo veselības aprūpes iestādi, vai ar valsts slimnīcu. Jo arī valsts slimnīcās trūkst ārstu. Un otrs punkts, kas palīdzēs mums risināt šo problēmu – ārstu trūkumu reģionos –, ir šāds. Agrāk bija noteikts, ka ārstiem pēc rezidentūras jānostrādā Latvijā trīs gadi. Turpretim tagad tas punkts ir grozīts tā, ka vajadzēs nostrādāt trīs gadus nevis vienkārši Latvijā, bet Latvijas veselības aprūpes publiskajā sektorā. Tas nozīmē – pašvaldībām vai valstij piederošajās veselības aprūpes iestādēs. Šis ir nepieciešamais krīzes risinājums, jo mums veidojas krīzes situācija. Mums reģionos ģimenes ārstu vidējais vecums ir 57–58 gadi. Daudzās slimnīcās ārsti ir pirmspensijas vai pensijas vecumā. Mums ir šī problēma. Tātad šī cilvēkresursu problēma ir jārisina, un šis ir viens no veidiem. Saeimā tiek skatīti arī likuma grozījumi, kas pašvaldībām ļaus piešķirt dzīvokļus jaunajiem speciālistiem, to skaitā ārstiem. Tātad tiks radīts likumisks pamats, lai jaunos speciālistus, jaunos ārstus varētu reģioniem pievilināt arī ar dažādiem labumiem – ar dzīvesvietu un citiem labumiem. Otrs jautājums, par ko es gribu šodien runāt, ir šobrīd plaši sabiedrībā apspriestais jautājums par līgumu slēgšanu: no vienas puses – valsts, tātad Nacionālais veselības dienests, un no otras puses – reģionālās slimnīcas par ambulatoro pakalpojumu... valsts apmaksāto ambulatoro pakalpojumu veikšanu... Ambulatorajā sektorā, lai saņemtu finansējumu, iepriekšējā gadā uzņemtās saistības bija jāizpilda, pakalpojumi konkrētajā apjomā bija jāizpilda. Un, ja kādām slimnīcām nav izpildīti pakalpojumi, par ko valsts ir samaksājusi, tad šī nauda pēc likuma šīm slimnīcām nepienākas. Un jautājums ir – kur tad šī nauda aizgāja? Šī nauda aizgāja bērniem un onkoloģiskajiem pacientiem, jo šīs pacientu grupas nevar gaidīt. Un teikt, ka reģioniem kaut kas noņemts, – tā ir nepatiesība, ja nepiemin, ka visvairāk naudas ir noņemts Rīgas 1.slimnīcai – 400 tūkstoši –, jo viņiem ir dienas stacionārs, viņiem stacionārās daļas vispār nav. Un šie grozījumi gan ir manā laikā ieviesti, jo mēs gribam veicināt, lai no dienas stacionāra pakalpojumi tiktu... daļa pakalpojumu tika pārvirzīta uz ambulatoro sektoru. Un šī nauda aizgāja tātad Bērnu slimnīcai, kā arī Stradiņa slimnīcas un Austrumu slimnīcas onkoloģiskajai sadaļai. Un tie ir tie paši... visi Latvijas iedzīvotāji, kuriem šie pakalpojumi ir nepieciešami. Universitātes klīniskajās slimnīcās 50 procenti cilvēku ir no reģioniem. Paldies.".
