Nacionālās apvienības vārdā izsaku līdzjūtību visiem, kurus vai kuru ģimenes ir skāruši šie nežēlīgie un necilvēciskie terorakti. Runājot par Saeimas šodienas sēdē aktualizētajiem jautājumiem, no Nacionālās apvienības puses vēlos izcelt, mūsuprāt, būtiskākos no tiem. Šodien izskatīšanai Saeimā tika nodoti grozījumi Augstskolu likumā, lai risinātu jautājumu par valsts augstskolām nodotā valsts nekustamā īpašuma atsavināšanas iespējām. Augstskolu likuma kontekstā šodien lēmām arī par atbalstu grozījumiem, kuri paredz izmaiņas Iekšlietu ministrijas mācību iestāžu finansēšanas kārtībā. Šodien skatīšanai Saeimā tika nodoti arī grozījumi likumā “Par Valsts ieņēmumu dienestu”, kurus nepieciešams veikt saistībā ar jauno Muitas likumu. Jaunais likums vispārīgi reglamentē jautājumus par muitas iestādi un muitas amatpersonu, dod deleģējumus Ministru kabinetam detalizētāk regulēt muitas jomu un citus jautājumus. Grozījumi likumā “Par Valsts ieņēmumu dienestu” precizē atsevišķas normas, kas skar muitas iestāžu un muitas ierēdņu jautājumus, tostarp ģenerāldirektora kompetenci. Šie ir būtiski grozījumi, kurus nepieciešams ieviest, lai Latvija varētu ar šī gada 1.maiju pilnvērtīgi nodrošināt Savienības Muitas kodeksa ieviešanu. Šodien Saeimas sēdē tika skatīti grozījumi Reģionālās attīstības likumā, kas iniciēti tādēļ, lai paaugstinātu pašvaldību un plānošanas reģionu lomu uzņēmējdarbības veicināšanā un kopumā uzlabotu uzņēmējdarbības vidi valstī. Nacionālā apvienība stingri iestājas par šo grozījumu nepieciešamību. Mēs saredzam būtisku nepieciešamību stiprināt plānošanas reģionu un pašvaldību lomu uzņēmējdarbības veicināšanā novados un reģionos, pārņemot labo praksi, piemēram, no Latgales uzņēmējdarbības centra pilotprojekta, un īstenojot pasākumus, lai mērķtiecīgi veidotu uzņēmējdarbības atbalsta politiku konkrētajā reģionā. Atbalsts un uzņēmējiem draudzīgas vides veidošana ir viens no būtiskākajiem aspektiem, lai nodrošinātu ekonomisko izaugsmi un iedzīvotāju labklājību Latvijas reģionos. Šodien tika skatīti arī grozījumi likumā “Par policiju”, kuri ietver deleģējumu Ministru kabinetam – noteikt aizturēto, apcietināto un notiesāto personu konvojēšanas kārtību, kā arī kārtību personas piespiedu atvešanai uz tiesu. Šie grozījumi palīdzēs uzlabot notiesāto personu pārvietošanas kārtību, kas savukārt pastiprinās kopējo sabiedrības drošību. Grozījumi jautājumā par personas piespiedu atvešanu uz tiesu veicinās valsts tiesu sistēmas spējas iztiesāt lietas saprātīgos termiņos un pasargās no līdzšinējiem regulārajiem zaudējumiem Eiropas Cilvēktiesību tiesā. Šodien tika skatīts arī likumprojekts “Grozījumi Latvijas Administratīvo pārkāpumu kodeksā”, kas paredz noteikt soda sankcijas personām, kuras trīs gadu laikā pēc lauksaimniecības zemes iegādes neuzsāk šīs zemes izmantošanu lauksaimnieciskajā ražošanā, kā arī institūciju, kas izskatīs šo administratīvo pārkāpumu lietas. Šie grozījumi veicinās atbildīgāku attieksmi un ilgtspējīgāku Latvijas zemes resursu saglabāšanu. Šobrīd liela daļa Latvijas lauksaimniecībā izmantojamās zemes resursu netiek izmantota, arvien palielinās lauksaimniecībā neizmantotās zemes apjoms, kas savukārt bremzē tautsaimniecības stāvokļa uzlabošanos. Pēdējā lasījumā šodien atbalstījām likumprojektu “Grozījumi Stratēģiskas nozīmes preču aprites likumā”, kas precizē regulējumu attiecībā uz stratēģiskas nozīmes preču licenču izsniegšanu, tās atvieglojumiem, kā arī izņēmumiem licenču saņemšanai Iekšlietu ministrijas un Aizsardzības ministrijas pakļautībā vai pārraudzībā esošajām iestādēm, ja minētās preces nepieciešamas starptautiskās misijas veikšanai. Paredzēti arī gadījumi, kādos stratēģiskas nozīmes preču importa licence nav nepieciešama. Ar šiem grozījumiem tiks atvieglota Latvijas uzņēmējdarbības vide. Proti, tiks atvieglota, piemēram, tādu preču ievešana, kas nepieciešamas savas produkcijas ražošanai. Arī šos grozījumus atbalstījām. Noslēgumā vēlos pieminēt Saeimā pieņemto Ārlietu komisijas sagatavoto paziņojumu par Ukrainas parlamenta deputātes un Gaisa spēku pilotes Nadijas Savčenko pretlikumīgo aizturēšanu un notiesāšanu Krievijā. Nacionālā apvienība jau ilgstoši un konsekventi ir uzstājusi uz Savčenko atbrīvošanu, nosodot viņas nolaupīšanu, izvešanu no suverēnas valsts un tam sekojušo politisko tiesu, kas ir tiešs starptautisko likumu, cilvēktiesību un indivīda pamatbrīvību pārkāpums. Sistēma, kurā politisku mērķu dēļ varas pārstāvji var ignorēt likumus, taisnīgas tiesas principus un cilvēktiesības, ir bīstama gan tās iedzīvotājiem, gan starptautiskajai sabiedrībai. Latvijai kā demokrātiskai un tiesiskai valstij ir skaidri jāpaziņo, ka šāds tiesiskuma farss nav un netiks pieņemts starptautiskajā sabiedrībā. Uzskatām, ka Latvijas valstij stingri jāiestājas par Savčenko tūlītēju atbrīvošanu un jānosoda šī Krievijas īstenotā paraugprāva. Ar to šonedēļ no jums atvados. Paldies!".
