Nav nekāds noslēpums, ka pirmajā lasījumā atbalstītais projekts nebija ideāls un mums bija jāstrādā, lai to pilnveidotu, lai nodrošinātu kvalitāti. Es varu tiešām teikt paldies visām iesaistītajām personām (vairākas bija nosauktas, uzskaitītas, un strādāja arī vēl citi cilvēki, kuri domāja, kā risināt problēmas), un pēc katras sēdes, kad no iesaistītajām personām mēs dzirdējām, ka viss ir kārtībā... pēc katras sēdes tika organizētas jau darba grupas sēdes, kurās eksperti diskutēja ar mērķi risināt problēmas, un uz šo brīdi pamatproblēmas ir atrisinātas, bet, manuprāt, likumu vēl var pilnveidot. Var būt arī labāki risinājumi, un tas nozīmē, ka, iespējams, pēc kāda laika mums būs jāatgriežas pie likumprojekta. Bet priecē tas, ka... es vēlreiz varu atkārtot, ka šodien, balsojot arī par visu likumprojektu, mēs varēsim to darīt droši, jo likumprojekts vairs neapdraud tās intereses, par kurām mēs runājam. Bet, runājot par 80.pantu, jāteic, ka patlaban mūsu Krimināllikumā ir paredzēta atbildība par darbībām, kas vērstas uz valsts varas gāšanu, teritoriālās vienotības graušanu. Tāda norma ir vajadzīga. Uz pirmo lasījumu bija iesniegts priekšlikums - normu modificēt un no trim pantiem veidot vienu, paredzot atbildību par attiecīgām darbībām. Taču tika konstatēta problēma: ja mēs paredzam atbildību par darbībām, kas vērstas pret valsts iekārtu, tad faktiski sanāk, ka pie atbildības jāsauc arī cilvēki, kuri, piemēram, uzskata, ka prezidentāla republika ir labāka nekā parlamentāra, vai kuri, teiksim, ierosina, ka Latvijai vajag veidot federāciju, nevis saglabāt unitāru valsti. Lūk, tā ir problēma. Un tā problēma ir jārisina. Un, domājot par to, kā to var risināt, es iesniedzu priekšlikumu. Mana priekšlikuma būtība ir ļoti vienkārša: ja kāds cilvēks veic darbību, kas vērsta pret Latvijas neatkarību, suverenitāti un teritoriālo vienotību, viņam par to ir jāatbild.
