Redzat, projektam pievienotajā anotācijā ietvertais skaidrojums, kā arī ilgstošās diskusijas Saeimas Juridiskajā komisijā galvenokārt par darba grupas piedāvājumiem, nevis par deputātu priekšlikumiem - tas viss nerada pārliecību, ka attiecīgā panta dispozīcija būs saprotama personai, no kuras tiek pieprasīta rīcība atturēties no likumā aizliegtas darbības. Jāatzīst, ka spēkā esošajos Krimināllikuma sevišķās daļas pantos ir daudz precīzāks normas dispozīcijā ietvertais regulējums par noziedzīgiem nodarījumiem, un cilvēkiem, manuprāt, pašlaik ir skaidrs, par kādām darbībām var saukt pie kriminālatbildības. Savukārt 80.panta pirmajā daļā par kriminālsodāmu atzīstama jebkāda darbība, un tas pieļauj plašu interpretāciju. Un, lai precizētu šo konkrēto normu un izslēgtu nepamatotu normas piemērošanu, nepieciešams paredzēt, ka kriminālatbildība iestājas tikai par tīšām darbībām. Par tīšām darbībām!
