Es nesaprotu, no kā latvieši baidās. Nupat es biju Īrijā, kur runāju ar tur dzīvojošiem latviešiem. Daudzi no viņiem izteica tādu novērojumu, ka, piemēram, poļi, kas aizbrauc uz Īriju, spēj saliedēties un kopā darboties, sadarboties, meklēt kopīgus risinājumus arī biznesā un tā tālāk, un tā joprojām. Latvieši, kas aizbraukuši uz Īriju, kaut kā salien katrs savā stūrītī. Vai tas ir viensētas sindroms, kas mums ir no kuriem tur gadsimtiem saglabājies, vai kas cits, - es nezinu. Nākamais, ko gribu teikt. Ja tīri vēsturiski paskatāmies uz to, kā, piemēram, Latvijas pierobežā kādreiz tika šīs tautības piešķirtas, mēs redzam, ka Latvijas pierobežā tiem, kas nemācēja pareizi runāt latviski, dažreiz arī neiedeva tautību “latvietis”, bet iedeva vai nu tautību “baltkrievs”, vai “polis”. Starp citu, tautību “polis” ļoti bieži deva tāpēc, ka visi katoļi toreiz bija diezgan ciešām saitēm saistīti ar Poliju, līdz ar to katolis bija polis neatkarīgi no tā, vai viņš prata runāt latviešu valodā vai latviešu valodas paveidā - latgaliski. Tāpēc es negribu šeit izvērst savu stāstu, bet runāšu īsi, jo galu galā mēs esam šeit, Saeimā, pieņēmuši Satversmes preambulu. Mēs runājām par to, ka tādi kritēriji kā “piederīgs latviešu kultūrai”, “apzinās un vēlas publiski nostiprināt savu piederību latviešu tautai” ir absolūti abstrakti jēdzieni, abstraktas kategorijas, kuras nav iespējams absolūti nekādā veidā noteikt. Visus šos argumentus mēs izteicām otrajā lasījumā. Un, kā šodien mēs redzam, vairāku frakciju pārstāvji, kā arī Juridiskais birojs... vieni - vienu iemeslu dēļ, citi - citu iemeslu dēļ ir iesnieguši šo priekšlikumu par to, ka minētā norma ir izslēdzama. Kāpēc izslēdzama? Tāpēc, ka mēs nevaram... Pirmām kārtām Judina kungs, iesniedzot šo priekšlikumu, nav paredzējis, kā mēs to latvietību mērīsim. Ar lineālu? Pēc deguna mēs to mērīsim? Lec viņš pāri ugunskuram vai nelec? Vai dara tur vēl kaut ko savā brīvajā laikā? Pēc būtības jautājums ir vienkārši juridisks. Tam ir nepieciešami šāda veida kritēriji un tehniski nosacījumi, kurus būtu iespējams īstenot, piemēram, ar deleģējumu Ministru kabinetam. Konkrēti jāpasaka, kā mēs izmērīsim to latvietību un piederību latviešu kultūrai. Citādi bez Ministru kabineta noteikumiem mēs nekādi to normu ieviest nevaram. Par šo jautājumu ir absolūta un vienkārša skaidrība. Mēs nevaram piepildīt to vēlmi... un formulēt to tādā juridiskā konstrukcijā, lai šo normu varētu piemērot. Bez ļaunprātības, ar skaidriem, saprotamiem kritērijiem, lai ierēdņi saprastu, ko attiecīgi konkrētajā situācijā no viņiem prasa. Kamēr nav atbilžu uz šiem jautājumiem, šī norma nav atbalstāma. Līdz ar to tiešām, cienījamie kolēģi, varbūt cienīsim cits cita laiku, pārstāsim šeit lauzt šķēpus, kurš te lielāks latvietis, kurš mazāks latvietis, beigsim analizēt Latvijas veidošanas vēsturi un tā tālāk un atbalstīsim 2., 3. un arī 4.priekšlikumu - izslēgt minēto normu, un pāriesim pie nākošajiem jautājumiem.".
