Jāteic, ka gada beigas ir tas brīdis, kad mēs parasti izvērtējam un pārdomājam, ko esam izdarījuši, kas ir izdevies, kas varbūt nav tik labi izdevies, un to ir darījusi arī Latvijas Reģionu apvienības frakcija. Šajā man atvēlētajā laikā es nevarēšu jums izstāstīt visu. Šī informācija pilnā apmērā būs pieejama mājaslapā, bet tagad minēšu galvenās lietas, ko esam darījuši šajā rudens sesijā, tātad četros mēnešos, sākot ar septembri. Kopumā Latvijas Reģionu apvienība ir iesniegusi dažādos likumos 141 priekšlikumu. Esam rūpīgi strādājuši pie valsts budžeta likumprojektu paketes, esam iesnieguši grozījumus Satversmē, lai atceltu Saeimas deputāta administratīvo imunitāti, un tie šobrīd ir atbalstīti jau praktiski divos lasījumos. Esam aicinājuši atteikties no algas pielikuma gan Saeimas deputātus, gan arī ministrus. Esam rosinājuši ļaut balsot vēlēšanās no 16 gadu vecuma. Esam rosinājuši nostiprināt likumā finansējumu aizsardzības budžetam divu procentu apmērā no iekšzemes kopprodukta. Esam meklējuši arī budžeta ietaupījuma iespējas, rosinot likvidēt Pārresoru koordinācijas centru un Iekšlietu ministrijas Iekšējās drošības biroju, kā arī atteikties no atsevišķu raidorganizāciju finansēšanas. Esam rosinājuši noteikt, ka tā finansējuma daļa, kuru Valsts kontrole ir atzinusi par nelietderīgi iztērētu, attiecīgās institūcijas budžetā faktiski būtu samazināma. Esam iebilduši pret 80 miljonu eiro piešķiršanu airBaltic, un esam iebilduši arī pret nodokļu paaugstinājumiem valsts budžetā, kā arī pret solījumu nepildīšanu saistībā ar iedzīvotāju ienākuma nodokļa nesamazināšanu. Esam aktīvi iestājušies par mikrouzņēmumu nodokļa saglabāšanu, kāds tas ir līdz šim, un vismaz uz kādu brīdi valdība tajā ir arī ieklausījusies. Tāpat esam iestājušies arī par demogrāfijas politiku un to, ka būtu jāsaglabā valsts līdzfinansējums bērnudārziem, kas vismaz daļēji ir atbalstīts. Šis līdzfinansējums ir saglabāts līdz nākamā gada maija beigām. Tāpat ir ļoti daudz citu priekšlikumu, ko esam iesnieguši, virzījuši un turpināsim virzīt Saeimā arī nākamajā un turpmākajās Saeimas sesijās. Runājot par Saeimas šodienas sēdi, kolēģi jau pieminēja Elektronisko plašsaziņas līdzekļu likumu. Es gan nebūšu tik optimistiska kā citi kolēģi, jo es gribu atgādināt, ka šis likums tika... Valsts prezidents nodeva šo likumu otrreizējai caurlūkošanai tieši pēc Latvijas Reģionu apvienības iniciatīvas, jo Latvijas Reģionu apvien��ba bija izpētījusi, ka, grozījumiem stājoties spēkā tā, kā tie tika sākotnēji pieņemti, Latvijā varētu parādīties sešas jaunas krievu valodā raidošas radiostacijas, kuras faktiski varētu retranslēt tiešā veidā saturu no Krievijas, tajā skaitā par mūsu prezidentu saucot nevis Raimondu Vējoni, bet kādu citu prezidentu. Latvijas Reģionu apvienības ieskatā, tas būtiski apdraudētu valsts nacionālo drošību, tāpēc Latvijas Reģionu apvienība vērsās pie Valsts prezidenta, kurš savā vēstulē Saeimai (uz sešām lapām) faktiski atbalstīja Latvijas Reģionu apvienības pozīciju un izteica šaubas gan par likumdošanas procesu, kādā šis priekšlikums ir pieņemts, gan par to, vai tas atbilst valsts interesēm un nacionālajai drošībai. Tas risinājums, kas tika pieņemts šodien, proti, ka vēl gadu Saeima par šo jautājumu lems un diskutēs, un domās par to, vai vajag vai nevajag palielināt šo krievvalodīgi raidošo staciju skaitu, nu, tas ir tāds, mūsu ieskatā, baltiem diegiem šūts risinājums, kas faktiski neko pēc būtības nerisina, tāpēc diemžēl man ir jāsaka, ka šodien Saeima kaut kādā mērā ir iespļāvusi sejā Valsts prezidentam, neņemot vērā viņa otrreizējās caurlūkošanas lūgumu. Protams, tagad ir jāskatās, kā Valsts prezidents uz to reaģēs un kāda būs viņa turpmākā rīcība. Taču, lai tomēr nobeigtu šo pārraidi uz pozitīvas nots, jāsaka visiem – priecīgus Ziemassvētkus un laimīgu Jauno gadu! Esiet kopā ar saviem mīļajiem! Darba kārtībā bija arī grozījumi Imigrācijas likumā otrajā lasījumā. Nacionālā apvienība iestājas pret termiņuzturēšanās atļauju tirgošanu apmaiņā pret nekustamo īpašumu, un tāpēc mēs balsojām pret šiem grozījumiem. Vairums no tiem, kas ar šīs programmas palīdzību ierodas Latvijā un uzpērk te nekustamos īpašumus, nāk no Krievijas. Jau tagad Latvijā ir vairāk nekā 50 tūkstoši Krievijas pilsoņu. Šodienas ģeopolitiskajā situācijā vēl palielināt Krievijas pilsoņu skaitu Latvijā ir pretrunā Latvijas nacionālajām interesēm. Drošības policija ir skaidri norādījusi, ka termiņuzturēšanās atļauju tirgošana Krievijas un NVS pilsoņiem rada draudus valsts drošībai. Šo atļauju pircēji bieži vien neslēpj, ka Latviju izvēlas tikai tādēļ, ka bērniem izglītība te ir krieviski, krieviskā vide Latvijā ir pašpietiekama un vietējo valodu apgūt nav nepieciešams. Imigrācijas likuma grozījumi šo situāciju tikai pasliktina, jo tagad paredz arī iespēju ļaut Latvijas iestādēs iesniegt pieteikumus arī krieviski. Nacionālā apvienība tam nepiekrīt. Uzskatām, ka ekonomiskie ieguvumi valstij no termiņuzturēšanās atļauju programmas ir pārspīlēti. Netiek ņemts vērā, ka šādā veidā tiek kropļots nekustamo īpašumu tirgus un zaudētāji ir vietējie iedzīvotāji, kuri savu mājokli bieži vairs nevar atļauties. Nacionālā apvienība uzskata, ka valstiski atbildīga nostāja būtu šo praksi pēc iespējas ātrāk izbeigt, un mēs noteikti gatavosim priekšlikumus trešajam lasījumam. Šodien galīgajā lasījumā tika pieņemts jaunais Patvēruma likuma. Jauna redakcija, ar kuru tiek ieviestas Eiropas Savienības precizētās direktīvas prasības patvēruma jomā. Būtiski ir tas, ka turpmāk, lemjot par patvēruma meklētāju uzņemšanu mūsu valstī, Ministru kabinetam būs nepieciešams Saeimas akcepts. Patvēruma likuma redakcija nosaka, ka nepilngadīgai personai, kurai piešķirts bēgļa vai alternatīvais statuss, jānodrošina izglītības ieguves iespējas valsts valodā. Tas pats attiecas arī uz nepilngadīgām personām, kurām piešķirta pagaidu aizsardzība. Likums paredz izmaiņas arī attiecībā uz patvēruma meklētāju tiesību un pienākumu apjomu saistībā ar uzņemšanas nosacījumiem, iesnieguma izskatīšanas procedūrām, kā arī patvēruma meklētāju aizturēšanu un atbildīgo institūciju pienākumiem, tostarp ieviešot iesniegumu izskatīšanu uz robežas. Jau mani kolēģi minēja, ka šodien tika pieņemti “Grozījumi Elektronisko plašsaziņas līdzekļu likumā”, kuri ļauj atbildīgajām amatpersonām, padomei, Kultūras ministrijas Mediju politikas nodaļai, kā arī deputātiem veselu gadu lemt par normu, vai radiopārraides turpmāk skanēs vienā vai vairākās valodās. Gads ir pietiekami ilgs laiks, lai atrastu veiksmīgu risinājumu – vislabāko mūsu valstij –, kurš vislabāk stiprinās latviešu valodas pozīcijas un uzrunās, protams, arī citā valodā runājošos. Šodien bija ļoti daudz nozīmīgu likumprojektu, un kā galveno es gribētu izcelt “Grozījumus Enerģētikas likumā”. Proti, jautājumu par gāzes tirgus atvēršanu. Es domāju, ka tas ir svarīgs ikvienam Latvijas iedzīvotājam un ģeopolitiski svarīgs arī Latvijas valstij. Šodien bija diezgan asas diskusijas par tiem priekšlikumiem, kuri bija iesniegti uz otro lasījumu. Faktiski varētu teikt, ka mēs ar šo likumprojektu esam pusceļā. Komisijā darbs nerit viegli, ir ļoti spēcīgi pārstāvji no “Latvijas Gāzes”. Nav noslēpums, ka “Latvijas Gāze” arī ir ieguvusi ļoti spēcīgus darbiniekus, pārvilinot no valsts sektora atbildīgākos ierēdņus. Līdz ar to šis darbs rit diezgan smagnēji. Tādēļ šodien lielākās debates bija par priekšlikumu, kas komisijā šķita absolūti nevainīgs; priekšlikumu, par kuru arī Ekonomikas ministrija teica – varam darīt tā vai šā, bet principā atbalstām. Protams, “Latvijas Gāze” to atbalstīja. Attieksme dažādu ekspertu vērtējumā nebija viennozīmīga, taču komisijā tas tika atbalstīts. Konkrēti runa ir par to, kā mēs sadalām “Latvijas Gāzi”. Valdība līdz šim bija virzījusi koncepciju, ka “Latvijas Gāzei” jābūt pilnībā sadalītai, izvēloties Eiropas Komisijas direktīvā noteikto principu par pilnīgu sadali, kas garantētu operatoram neatkarību un citiem – iespēju piekļūt šiem gāzes tīkliem, lai būtu alternatīvas iespējas iegādāties gāzi Latvijā. Nu, lūk, un vēlāk, analizējot situāciju daudz dziļāk, mēs konstatējām, ka šie argumenti, ka nekas daudz jau nemainīsies, patiesībā atbilst Stīva Džobsa, slavenā uzņēmēja, teicienam: “Vienīgais, kas mainīsies, – viss.” Ar to toreiz domājot jaunākos telefonus. Bet, es domāju, šo teicienu var attiecināt arī uz gadījumu ar gāzi, jo šķietami niecīga, nevainīga lieta patiesībā pilnībā maina visu likumprojekta koncepciju. To koncepciju, kuru izvēlējusies Latvijas valdība, virzot šo likumprojektu, ko izvēlējušies lietuvieši un igauņi, savulaik liberalizējot tirgu, tāpēc arī VIENOTĪBA kategoriski iebilda pret šādu koncepcijas maiņu, pirmkārt, tādēļ, ka, iebalsojot šādu niansi, likumprojekts faktiski tiktu nodots pilnīgai pārstrādāšanai. Respektīvi, izvēloties citu sadales modeli, likumprojektā būtu jāietver un jāizstrādā pilnīgi cits regulējums attiecībā uz kontroli pār šo procesu un citas lietas. Tas nozīmētu kārtējo reizi ievilkt šo likumprojektu ļoti ilgās diskusijās, entajos priekšlikumos un tas, protams, paildzinātu gāzes tirgus atvēršanas procesu. Kolēģiem es teicu – mums jāapzinās, ka gāzes tirgus atvēršana ir Latvijas valstij ļoti nozīmīgs jautājums un tas faktiski ir mūsu nacionālās un ekonomiskās drošības, kā arī valsts neatkarības jautājums. Varam paskatīties, kā tas ir Ukrainā, kā izmanto šo gāzes sviru. Iespējams, tas pat ir ģeopolitisks jautājums.
