Izskatot šo likumprojektu, diemžēl jākonstatē, ka Ministru kabinets nezina, ko tas dara un kādus likumprojektus parlaments vispār izskata. Daudz vienkāršāka procedūra būtu bijusi iesniegt šos grozījumus likumā jau esošajos grozījumos - divos likumprojektos, kuri jau atrodas Aizsardzības, iekšlietu un korupcijas novēršanas komisijā. Pēdējā mēneša laikā Ministru kabinets ir iesniedzis trīs dažāda veida grozījumus attiecīgajā likumā. Par kādu kvalitāti mēs runājam?! Vēl jo vairāk - analoģiski priekšlikumi ir iesniegti arī tajos likumprojektos, kurus izskatīs Aizsardzības, iekšlietu un korupcijas novēršanas komisija tuvākajās sēdēs. Jautājums: kāpēc tas tā notiek? Kāpēc labā roka nezina, ko dara kreisā? Ļoti interesanti! Turklāt ļoti interesanta ir ietekme uz budžetu. Paredzēts, ka triju gadu garumā ietekme uz valsts budžetu ir 200 tūkstoši eiro. Es izskatīju šo likumprojektu un nekādi nesapratu, kā šie grozījumi ietekmē budžetu un no kurienes ir paņemti šie 200 tūkstoši. Manu priekšlikumu acīmredzot noraidīs, bet, Budžeta un finanšu (nodokļu) komisijas locekļi, lūdzu, painteresējieties, no kurienes ir šī nauda! Tas, par ko jau sen ir runājusi gan opozīcija, gan Aizsardzības, iekšlietu un korupcijas novēršanas komisija un ir pieņēmusi attiecīgus lēmumus, - tas ir jautājums, kā valsts var no ēnu ekonomikas izraut šo sfēru un papildus iegūt budžetā vismaz no 10 līdz 14 miljoniem eiro. Tā ir reāla summa! Kas ir jādara, lai tas tā būtu? Mazliet ir jāgroza attiecīgie likumi, kurus tagad arī skatīs Aizsardzības, iekšlietu un korupcijas novēršanas komisija. Man ļoti gribētos šeit redzēt arī valdības pārstāvjus, kuri nāktu tribīnē un pamatotu, kāpēc šis likumprojekts ir jāskata steidzamības kārtā. Un tie absurdi, kas ir sarakstīti anotācijā! Ļoti interesanti jau tas skan: “Projekta izstrādē iesaistītās institūcijas: Iekšlietu ministrija, Valsts policija.” Ļoti labi! “Tiesību akta projekta ietekme uz sabiedrību...” Sabiedrības mērķgrupas ir apsardzes darbinieki, komersanti un tā tālāk... Bet kāpēc tad ar attiecīgajām asociācijām nenotika pārrunas? Kāpēc ar komersantiem nenotika pārrunas? Kāpēc steidzamības kārtā ir jāiesniedz likumprojekts, kurš mierīgi var tikt izskatīts normālā kārtībā?! Mēs jau pirms diviem gadiem Aizsardzības, iekšlietu un korupcijas novēršanas komisijā pieņēmām lēmumu un iesniedzām Ministru kabinetam (toreiz - Laimdotas Straujumas vadītajam) priekšlikumus, kā sakārtot šo jomu, kā izvairīties no nodokļu nemaksāšanas šajā sfērā. Diemžēl Ministru kabinets noraidīja, neakceptēja šos priekšlikumus, kurus iesniedza Aizsardzības, iekšlietu un korupcijas novēršanas komisija. Varbūt tagad ir pienācis laiks pārvērtēt situāciju un izskatīt šos jautājumus pēc būtības, un akceptēt tomēr to viedokli, kurš dominē Aizsardzības, iekšlietu un korupcijas novēršanas komisijā? Mans aicinājums ir šāds: kā atbildīgo komisiju noteikt Aizsardzības, iekšlietu un korupcijas novēršanas komisiju un izslēgt šo likumprojektu no budžeta paketes. Paldies.".
