Turklāt tas attiecas gan uz cilvēkiem, gan, kā redzam, - uz likumprojektiem. Šobrīd Saeimas aktīvajā darba kārtībā ir pieci dažādi grozījumi Transportlīdzekļa ekspluatācijas nodokļa un uzņēmumu vieglo transportlīdzekļu nodokļa likumā, proti, šajā likumā. Pirmais likumprojekts par grozījumiem tajā ir pieņemts pirmajā lasījumā 2014.gada 27.novembrī. Likumprojekta mērķis bija mazināt Krievijas sankciju ietekmi uz Latvijas starptautisko autopārvadājumu nozari. Acīmredzot ar to mums viss ir kārtībā un likumprojekts tālāk nav jāvirza. Otrais no šiem likumprojektiem tika nodots komisijai 2015.gada 14.maijā. Mērķis bija nodrošināt, lai transportlīdzekļa īpašnieks maksātu nodokli tikai par laiku, kurā savu transportlīdzekli lieto, un nemaksātu par laiku, kurā nelieto. Acīmredzot arī tas mums nav aktuāli. Trešais ir nodots komisijai 2016.gada 31.martā, un tā mērķis bija skaidri noteikt, ka šis nodoklis tiek iekasēts valsts pamatbudžetā, nevis lai kaut kādā veidā uzlabotu vai sakārtotu Latvijas ceļus. Ceturtais likumprojekts tika nodots komisijai 2016.gada 26.maijā, un tā mērķis bija saskaņot šo likumu ar Bērnu tiesību aizsardzības likumā paredzēto daudzbērnu ģimenes definīciju, jo daudzbērnu ģimenes nevar saņemt atlaides atbilstoši Bērnu tiesību aizsardzības likumam. Nu un piektais ir šis likumprojekts, kuru mēs nodevām komisijai pagājušajā mēnesī, 2016.gada 18.septembrī, un kuru jau šodien mums piedāvā izskatīt pirmajā lasījumā. Turklāt izrādās, ja transportlīdzeklis tiek atsavināts vai konfiscēts, ir iespējams maksāt nodokli pa daļām un sadalīt gadu 12 mēnešos. Taču, ja cilvēks dažus mēnešus gadā transportlīdzekli lieto, bet citus mēnešus nelieto, tad nodokli sadalīt daļās nav iespējams. Kolēģi! Šis likumprojekts, manuprāt, ne ar ko nav steidzamāks par visiem pārējiem likumprojektiem, kuri šobrīd atrodas Budžeta un finanšu (nodokļu) komisijas darba kārtībā, tādēļ pēc taisnības tas būtu jāizskata rindas kārtībā, iesniegšanas secībā, tā, kā likumprojekti ir ienākuši Saeimā. Arī Valsts prezidents ir aicinājis mūs samazināt tiesību normu plūdus un nevirzīt piecus grozījumus vienā likumā tad, ja mēs varam virzīt vienu. Tāpēc šodien es gribu aicināt Budžeta un finanšu (nodokļu) komisiju, tās priekšsēdētāju un deputātus apvienot visus jūsu atvilktnēs esošos grozījumus Transportlīdzekļa ekspluatācijas nodokļa un uzņēmumu vieglo transportlīdzekļu nodokļa likumā un virzīt tos kā vienotu likumprojektu, neturēt vairs atvilktnē.
