Latvijas Reģionu apvienības frakcija jau vairākkārt ir aicinājusi jūs apsvērt domu par atteikšanos no transportlīdzekļa ekspluatācijas nodokļa vispār (līdzīgi, kā tas ir pārējās Baltijas valstīs), attiecīgi par dažiem centiem palielinot akcīzes nodokļa apmēru un tādējādi nodrošinot, ka valsts budžetā nerodas iztrūkums, un reizē arī panākot godīgāku sistēmu kopumā, jo tas nodrošinātu kārtību, ka tas, kurš vairāk brauc un vairāk ekspluatē transportlīdzekli, attiecīgi arī vairāk maksā. Šai vienkāršajai idejai nedz valdībā, nedz koalīcijas deputātu vidū līdz šim nav bijis atbalsta. Līdz ar to mums ir jāmokās arī ar šāda veida likumdošanas grozījumiem, ko tagad ceļ gaismā Tieslietu ministrija. Ko tad šis likumprojekts paredz? Tajā diezgan gari un plaši tiek atrunāta kārtība, kādā tiks iekasēts jau iepriekš pieminētais nodoklis gadījumos, ja tiek pārdots transportlīdzeklis, kas pirms tam atzīts par noziedzīgi iegūtu. Respektīvi, nodoklis par iepriekšējo periodu piedzenams no personas, kurai transportlīdzeklis, pamatojoties uz tiesas nolēmumu, konfiscēts. Paredzēts, ka tas atvieglos šāda transportlīdzekļa pārdošanu, jo tā jaunais īpašnieks nebūs atbildīgs par iepriekš sakrātajiem parādiem. No vienas puses, tāda pretimnākšana ir apsveicama. Tajā pašā laikā vismaz netieši ar to tiek atzīts, ka tās nodokļa parādsaistības par iepriekšējo periodu un no iepriekšējā saimnieka piedzīt ir grūti, pat neiespējami. Tāpēc tās būtībā tiks norakstītas. Diemžēl šeit atkal apstiprināsies fakts, ka valsts noteiktā kārtība ir labvēlīgāka pret tiem, kuri krāpjas, nevis godīgi maksā nodokļus. Lieki piebilst, ka nodokļa parāda piedziņu veiks Valsts ieņēmumu dienests. Pareizi, - mēs jau visi labi zinām, ka viņiem tur tāpat darba par maz! Dāmas un kungi! Ja transportlīdzekļa ekspluatācijas nodoklis tiktu ierēķināts degvielas cenā, no tā maksāšanas izvairīties praktiski nebūtu iespējams, vienalga, vai mašīna likumīgi vai nelikumīgi iegūta, iepriekš konfiscēta vai pēc tam nodota metāllūžņos. Šo nodevu samaksātu ik reizi, kad tiktu atjaunoti degvielas krājumi tvertnē. Līdzīgi kā par nekustamā īpašuma nodokli (mans kolēģis Mārtiņš Bondars jau minēja iedzīvotāju iniciatīvu, kura tika iesniegta Saeimai), arī par šo transportlīdzekļa nodevas maksāšanas kārtību ir bijusi iedzīvotāju iniciatīva. Tā tika iesniegta Saeimai, Saeima to nodeva valdībai izvērtēšanai. Rezultāta nav. Koalīcijas deputāti! Noslēgumā gribu sniegt īsu kopsavilkumu. Kamēr jūs neatlaidīgi noraidāt mūsu, opozīcijas, piedāvātās vienkāršās idejas, esam spiesti atbalstīt šo Tieslietu ministrijas piedāvāto samudžināto redakciju, kas problēmu nevis atrisina saknē, bet gan būtībā veido veselu apvedceļu tīklu, lai atsevišķos gadījumos novērstu jau tā saļodzītās sistēmas problēmas.
