Un es izskaidrošu, kāpēc tāda aktivitāte, kāpēc mēs tā steidzamies. Galvenais iemesls ir tas, ka šodien mums ir lielas problēmas ar VDEĀVK un ar rindām. Gandrīz trīsarpus tūkstoši cilvēku, invalīdu, gaida rindā uz komisiju, un tas izraisa ļoti lielu sociālu spiedienu no masu medijiem uz deputātiem, tāpēc ka invalīdi nevar saņemt pensiju, jo tas pārtraukums, kurš rodas, kamēr komisija izskata iesniegumus, ir divi trīs mēneši. Proti, tajā laikā, kamēr komisija izskata dokumentus un novērtē invalīdu veselības stāvokli, invalīdi nesaņem pensiju. Tas ir briesmīgi! Mēs saprotam, ka Labklājības ministrija varbūt neuzrauga to iestādi ļoti nopietni, tāpēc ir radusies tāda situācija. Deputātiem steidzamības kārtībā vajag izskatīt šo likumprojektu, lai šo situāciju uzlabotu. Labklājības ministrijas pārstāvji pagājušo pirmdien bija komisijas sēdē. Opozīcijas deputāti ar savām tiesībām pajautāja ministram, kas tur notiek, un ministrija noreaģēja un piedāvāja mums risinājumu. Risinājums ir papildināt pārejas noteikumus, un tas šodien jums ir uz galda. Mēs atrisināsim problēmu. Cerams, ka pēc divām nedēļām likums stāsies spēkā, ja mēs pieņemsim šo likumprojektu šodien, un tad to spriedzi, kas šodien ir VDEĀVK, mēs būsim novērsuši. Invalīdi, kuri gaidīs pārskatīšanu komisijā, varēs turpināt saņemt pensiju. Ja VDEĀVK vērsīsies Valsts sociālās apdrošināšanas aģentūrā, nebūs pārtraukuma, nebūs tā, ka viņu vienīgais ienākums – pensija – būs atkarīgs no tiem ārstiem, kuri izskata viņu slimības un vērtē, cik viņu stāvoklis ir sarežģīts. Lūdzu deputātus pievērst uzmanību likumprojekta anotācijai, nopietni paskatīties uz skaitļiem. Es saprotu, ka katram ir kaut kādas citas prioritātes, ka viens nodarbojas ar ceļu jautājumiem, otrs – ar juridiskiem jautājumiem, bet paskatieties, lūdzu, uz skaitļiem! Es domāju, ka Latvijā notiek kaut kāda liela sociāla katastrofa. Kāpēc tā notiek? Es nevaru šodien atrast atbildi. Es domāju, ka ekspertiem, speciālistiem un profesionāļiem vajag atrast to iemeslu, kāpēc pie mums notiek tas, kas parādīts šajos skaitļos. 2008.gadā bija 64 tūkstoši pieteikumu uz invaliditātes noteikšanu, un gandrīz visi tie tika apmierināti – cilvēki saņēma invaliditāti no I līdz III grupai. 2015.gadā skaitlis ir 100 tūkstoši. Tas pieaugums ir 55 procenti. Tāda sajūta, ka mums te paralēli notiek karš, un katru mēnesi invalīdu skaits gandrīz dubultojas. Es nezinu... ļoti grūti pateikt, kāpēc tas notiek. Es neticu, ka VDEĀVK ir samazinājusi prasības vai kaut kādi kritēriji ir mainījušies, vai arī vērtējums. Nē! Viņi ļoti stingri skatās uz katru personu, izlasa katru slimības vēsturi, un mums vairāk ir sūdzību par to, ka neiedod invaliditāti vai piešķir ne to grupu, un nav ierosinātu kriminālprocesu par to, ka vilto dokumentus vai vēl kaut ko. Tas, kas notiek mūsu veselības nozarē, tas, kas notiek ar rehabilitāciju, tas ir dramatiski! Paskatieties! Tie ir statistiskie dati: par 55 procentiem pieaug invalīdu skaits. Ar to kaut kas ir jādara. Ja mēs tā turpināsim, tad ne tikai budžets neizturēs invalīdu skaitu, bet mēs nevarēsim tālāk dzīvot, tāpēc ka... Padomājiet: ja mums katru gadu tāds pieaugums, kā mēs vispār to ar savu rehabilitācijas, ar savu medicīnas sistēmu atrisināsim? Ko mēs darīsim ar tiem cilvēkiem, kuri nevarēs atgriezties darba tirgū? Es lūdzu pievērst uzmanību šiem skaitļiem. Es zinu, ka ministrs solīja to lietu sakārtot, arī VDEĀVK vadītājam ir dienesta pārbaude, un varbūt serviss šajā aģentūrā uzlabosies. Es zinu, ka ir pieņemti 17 jauni darbinieki, un varbūt tas rindas mazinās. Bet es principiāli lūdzu jūs pievērst uzmanību tiem skaitļiem. Mēs atrisināsim šodien problēmu, un nevajadzēs pensionāriem gaidīt pārskatīšanu komisijā, un viņi saņems to iztikas minimumu un pensiju. Bet tie skaitļi vienalga mums ir dramatiski.
