• 2016_10_13_379-seq16 spokenText "Labdien, ļoti cienījamā Saeimas priekšsēdētāja! Godātie kolēģi! Man ir jāziņo par likumprojektu “Grozījumi Imigrācijas likumā”, ko šodien skatām pirmajā lasījumā. Šie grozījumi ir izstrādāti Iekšlietu ministrijā, apstiprināti valdībā un nu ir nonākuši pie mums. Runa ir par divu Eiropas Parlamenta un Padomes direktīvu ieviešanu Latvijas nacionālajos normatīvajos aktos. Pirmā ir Eiropas Parlamenta un Padomes 2014.gada 26.februāra direktīva par trešo valstu valstspiederīgo ieceļošanas un uzturēšanās nosacījumiem nodarbinātības kā sezonas darbiniekiem nolūkā, un otra ir Eiropas Parlamenta un Padomes 2014.gada 15.maija direktīva par ieceļošanas un uzturēšanās nosacījumiem trešo valstu valstspiederīgajiem saistībā ar pārcelšanu uzņēmuma ietvaros. Tātad šis likumprojekts paredz precizēt vīzas un uzturēšanās atļaujas atteikuma pamatu, kas saistīts ar viltotu dokumentu iesniegšanu, kā arī precizēt tiesību uz nodarbinātību piešķiršanas pamatu. Tālāk. Grozījumi paredz piešķirt tiesības patvēruma meklētājiem iesaistīties nodarbinātības pasākumos pēc sešiem mēnešiem (iepriekš noteikto deviņu mēnešu vietā), ja Pilsonības un migrācijas lietu pārvalde nav pieņēmusi lēmumu par bēgļa vai alternatīvā statusa piešķiršanu. Tādā veidā tiks veicināta patvēruma meklētāju darba iemaņu saglabāšana un patvēruma meklētājiem tiks sniegta iespēja saņemt atalgojumu. Grozījumi arī paredz noteikt papildu prasības ārvalstu komersantu pārstāvniecībām, kuru pārstāvji pieprasa termiņuzturēšanās atļauju Latvijas Republikā. Personām, kurām ir latviska izcelsme un kuras vēlas saņemt pastāvīgās uzturēšanās atļauju Latvijas Republikā, paredzēts procedūru atvieglot, atceļot prasību pierādīt, ka personas pārceļas uz Latvijas Republiku. Šāds regulējums paredzēts tāpēc, ka nereti šīs kategorijas ārzemnieki jau uzturas Latvijā. Tālāk. Paredzēts saīsināt līdz desmit darba dienām dokumentu izskatīšanas termiņu Eiropas Savienības zilās kartes piešķiršanai. Var pieminēt vēl arī to, ka deleģējums Ministru kabinetam noteikt veselības aprūpes pakalpojumu apjoma un saņemšanas kārtību tiek attiecināts tikai uz ārzemniekiem, kuri ir izmitināti Valsts robežsardzes Izmitināšanas centrā, neattiecinot šīs prasības uz Valsts robežsardzes pagaidu turēšanas telpām.
