Un tad, kad iedzīvotāji sapratīs, kas ir iekļauts kritērijos, viņi jautās: “Jūs ņirgājaties par mums?!” Cienījamie deputāti! Nobalsojot “par”, jums būs jātaisnojas: “Nu, jā, tā ir sanācis!” Jo te ir runa par neizskaidrojamu un nekontrolējamu kritēriju iekļaušanu tarifos. Atkritumi, dāmas un kungi, ir tiešām mūsdienu izaicinājums, lai mēs tajos, teiksim, nenoslīktu un nenosmaktu. Jautājums: kā mēs tos nokopsim? Un te ir svarīga atbildīga un apzinīga mūsu visu attieksme - gan iedzīvotāju, gan valsts, gan uzņēmēju. Un tad šos atkritumus varēs aizvest nevis ar trim kravām, bet ar vienu. Tātad ir jau pirmais ieguvums apsaimniekotājam. Dubults ieguvums ir tas, ka to apmaksā iedzīvotāji. Un tur var būt pat trīskārtējs ieguvums: varbūt tos nodod reģenerācijai, tad - pārstrādei, otrreizējai lietošanai. Likums gan to neļauj darīt, tarifā iekļaut, bet - kas un kā to izkontrolēs? Te ir pilnīga miglas zona! Un nav pamatoti maksā par atkritumu apsaimniekošanu ietvert pasākumus, kas ir, teiksim, komersanta saimnieciskajās interesēs, varbūt pat peļņas gūšanas interesēs, ko garantē pašvaldība, par ko nobalso deputāti un ko apmaksā iedzīvotāji. Dāmas un kungi, te pat Jūlim gultā atkal ir jāsmejas par šito visu! Un bez tam šie tarifa paaugstinājumi ir saistīti ar atkritumu apglabāšanu, ar dabas resursu nodokli, par ko mēs runājam šodien. Un, ja tomēr atbalstītu šo priekšlikumu, teiksim, šajā likumā, tad... Komisijas pieņēmums bija: jā, ir šobrīd neskaidri, bet uz trešo lasījumu ministrija kaut ko izdomās. Tālab es aicinu šajā, otrajā, lasījumā 12. un 13.priekšlikumu neatbalstīt. Ja ir jaunas korekcijas, jauni piedāvājumi, tad, lūdzu, uz trešo lasījumu iesniedziet tos.".
