Pirms divām nedēļām viņš rīkoja semināru, kurā bija pieaicināti gan ārvalstu eksperti, gan mūsu pašu eksperti, lai runātu par tām problēmām, kādas mēs ikdienā varbūt pieļaujam savā darbā. Tas ir rezultējies vēstulē, kura ir atsūtīta uz parlamentu, un Saeimas priekšsēdētāja to ir novizējusi katram no mums. Tas ir jautājums, ko jūs no tribīnes šeit neskaitāmas reizes esat dzirdējuši: “Bet mēs taču varam atbalstīt un kaut ko pēc tam pielabot.” Pamattēma gan Valsts prezidenta uzrunā no šīs tribīnes, slēdzot sesiju, gan šajā seminārā, gan arī šajās vēstulēs ir tā, ka kaut ko te visu laiku pielabo. Izlasiet Kārtības rulli, kurā ir rakstīts, ka pirmajā lasījumā atbalsta likumprojektu konceptuāli. Konceptuāli var vienoties arī par lietām... var politiski vienoties, ka mēs veicam reformas. Un šāda vienošanās ir koalīcijā, ka mēs veicam reformas. Jo pēc tam, kad finanšu ministre tik neprofesionāli ir “spridzinājusi” iestādi, mēģinājusi kaut ko kaut kur rotēt, apvainojusi visus darbiniekus neprofesionalitātē, nešķirojot, nevis katram personīgi piemērojot kādu vainu... Pēc tam kaut kādi cilvēki ir aizrotēti uz Ieslodzījuma vietu pārvaldi, kurus neviens vispār nezina, kur likt, ar ko viņus nodarbināt un vai viņi nāks uz darbu. Visa šī mistiskā rosīšanās... Un es vēl atgādināšu, Seržanta kungs, vai bija reformas. Jā, bija reformas, un arī šī gada ziņojums par to, kā ir veicies ar nodokļu iekasēšanu, pierāda, ka reformas bija pareizā virzienā. Mēs it kā vienojāmies arī par to, ka Valsts ieņēmumu dienestam ir jābūt līdzsvarā ar šīm funkcijām, bet galvenokārt tam ir jābūt uzņēmēju atbalstītājam. Valdības deklarācijā, kuru mēs visi atbalstījām, ir ierakstīts, ka mēs vēlamies redzēt to, lai mūsu valstī būtu vairāk naudas, lai nodokļi iekasētos, lai mēs varētu apmierināt visas nepieciešamās vajadzības. Rezultātā viena iestāde ir “uzspridzināta”, un sešus mēnešus par visu, kas nenotiek, mēs kā vienīgo argumentu dzirdam: “VIENOTĪBA pretojas reformām!” Tā kā Urbanoviča kungs teica - paldies jums! Tieši tā! Putras kungs, ir elementāri jāatšķir, ko dara likumdevējs, ko dara izpildvara un ko dara tiesu vara. Un, ja ir šie mistiskie noziedznieki, ir tiesu vara, kura ar to tiks galā. Ja sagatavo likumprojektu par reformām, tad ar to ir jātiek galā izpildvarai un jāapstiprina likumdevējam. Šobrīd ir iesniegts absolūts juridisks brāķis, es nebaidīšos šī vārda. Un nerunājiet šeit par politisku nevēlēšanos. Juridiskajā komisijā ierēdne bija tik drosmīga, lai pateiktu: “Man to lika saskaņot politiski.” Kā juriste un profesionāle es neredzu nevienu argumentu, lai šo likumprojektu atbalstītu. Neviens no uzaicinātajiem ekspertiem Juridiskajā komisijā neatbalstīja šos grozījumus Kriminālprocesa likumā. Var vienoties politiski par reformām, bet nevar politiski vienoties par procesuālo likumu grozīšanu. Ja mēs politiski pieņemsim grozījumus Civilprocesā, Kriminālprocesā, tad jau vairs nestrādās neviena no varām. Šie likumprojekti ir iesniedzami profesionāli, un tie ir profesionāli sagatavojami arī izskatīšanai šeit, parlamentā. Jūs bijāt klāt, kad mēs pirmdien vienojāmies. Mēs pirmdien vienojāmies par to, ka tiks iesniegts profesionāli sagatavots un ekspertu atbalstīts likumprojekts “Grozījumi Kriminālprocesa likumā” un to mēs atbalstīsim. Mēs vēlreiz apstiprinājām savu atbalstu šīm reformām. Ko mēs izdzirdējām vakar? “Vai, vai, vai!” atkal. Kas tad vainīgs? “VIENOTĪBA politiski negrib.” Izmēriet un parādiet sabiedrībai to politisko gribu. Bet tas, ko sabiedrība sagaida no jums, ir profesionāls darbs. Gan finanšu ministres, gan jūsu, gan Budžeta un finanšu (nodokļu) komisijas, gan Juridiskās komisijas. Un paldies Juridiskajai komisijai, Juridiskajā komisijā šo likumprojektu neatbalstīja neviens. Neviens! Pat ZZS pārstāvji pēc tam, kad to neatbalstīja neviens no ekspertiem un pateica, ka tas ir brāķis un kādas problēmas tas var radīt. Šis likumprojekts tika noraidīts pilnībā. Ja jūs nespējat strādāt profesionāli, tad nemeklējiet vainu kādā citā politiski! Vēlreiz apgalvoju no šīs tribīnes: VIENOTĪBA atbalsta un atbalstīs reformas Valsts ieņēmumu dienestā, darbosies kā konstruktīvs koalīcijas partneris, lai mēs varētu izpildīt valdības dotos uzdevumus, it īpaši tos, kuri attiecas gan uz nelikumību apkarošanu, gan uz mūsu labklājības veicināšanu. Bet šādus brāķa likumprojektus mēs nevaram atbalstīt. Tieši tāpēc VIENOTĪBA neatbalstīs šo likumprojektu. (Aplausi.)".
