Godātie kolēģi! 12 tūkstošu cilvēku atbalstītā iniciatīva, kuru Orlova kunga vadītā komisija aicina noraidīt, sastāv, kā jau viņš minēja, no diviem priekšlikumiem. Pirmkārt, tā paredz uzstādīt pie PSRS okupācijas armiju slavinošā pieminekļa informatīvus plakātus par okupācijas režīma nodarīto postu Latvijai. Un, otrkārt, iniciatīvas autori aicina rast risinājumu Uzvaras laukuma atjaunošanai tā sākotnējā veidolā. Komisijas sagatavotais lēmuma projekts, par kuru mēs tūlīt balsosim, paredz to visu noraidīt, kā pamatojumu minot, kā jau Orlova kungs teica, Ārlietu ministrijas un Rīgas domes viedokli. Izlasot šos abus viedokļus, mēs redzam, ka tur ir runa tikai par iniciatīvas otro priekšlikumu - par Uzvaras laukuma atjaunošanu. Par pirmo priekšlikumu tur nav neviena vārda, kaut gan Mandātu, ētikas un iesniegumu komisija lūdza viedokli arī par to. Tātad nedz Rīgas dome, nedz Ārlietu ministrija nav iebildusi pret informatīvu plakātu izvietošanu par okupāciju. Tad kāpēc mums ierosina to visu noraidīt? Iniciatīva, manuprāt, ir pilnībā atbalstāma, jo PSRS armijas un čekas dēļ tūkstošiem Latvijas pilsoņu tika nogalināti, desmitiem tūkstošu - deportēti. Tas būtu teikts šajos plakātos. Tas ir pats minimums, ko mēs varam darīt šo upuru piemiņas labā. Viņiem, šiem upuriem, nav pat pieklājīga pieminekļa, kā mēs nupat dzirdējām. Bet mums pašā Rīgas centrā ir milzīgs memoriāls okupācijas armijai, un mēs pat baidāmies tur pielikt klāt informāciju par to, ko šī armija mums ir nodarījusi! Tāds iespaids, ka vēl arvien dzīvojam šīs okupācijas armijas varā. Vismaz - savā apziņā. Attiecībā uz otro punktu - par Uzvaras laukuma atjaunošanu jeb, citiem vārdiem sakot, PSRS pieminekļa aizvākšanu - viedoklis tātad prasīts divām organizācijām - Rīgas domei un Ārlietu ministrijai. Bet ko par to domā represētie? Manuprāt, būtu tikai ētiski, ja Mandātu, ētikas un iesniegumu komisija pajautātu viedokli arī viņiem - tiem, kurus šī armija “atbrīvoja” (pēdiņās!) un kuri šo “atbrīvošanu” dabūja “izbaudīt” tā kā neviens cits. Tas, ka Rīgas dome iebilst, - tas, es domāju, te nevienu neizbrīna, viņiem arī Latvijas Okupācijas muzeja pastāvēšana acīmredzami ir grūti panesama. Savukārt Ārlietu ministrijas norāde uz 1994.gada līgumu ar Krieviju, kurš it kā uzliekot par pienākumu Latvijai uzturēt šo pieminekli, ir visai apšaubāma. Un piemērs ir Polija. Polijai ir līdzīga 1994.gada vienošanās ar Krieviju, taču PSRS monumenti tur tiek demontēti, jo Polijā šo vienošanos interpretē savādāk. Tas ir politiskās gribas un interpretācijas jautājums, nevis līguma jautājums, jo Saeimas apstiprinātajā līgumā šis piemineklis nav minēts. Tāpēc es uzskatu, ka Orlova kunga vadītās komisijas lēmuma projekts ir nesagatavots un nepamatots. Es aicinu balsot “pret”.".
