Principā mums jārunā par veselu rindu likumprojektu, kuri saistīti vienā paketē un kuri principā ir saistīti ar galveno likumprojektu - “Noziedzīgi iegūtas mantas konfiskācijas izpildes likums”. Gan likumprojekta anotācijā, gan arī masu medijos ir izskanējusi informācija, ka tāds mehānisms, uzlabots mehānisms, mums ir vajadzīgs, kas atbilst gan Apvienoto Nāciju Organizācijas konvencijai jeb, citiem vārdiem sakot, Palermo konvencijai cīņai pret transnacionālo organizēto noziedzību, gan arī veselai virknei Eiropas Savienības direktīvu, kuras ir veltītas cīņai pret organizēto noziedzību un kuras paredz noziedzīgā ceļā iegūtu līdzekļu un mantas konfiskāciju. Bet pretstatā tam, kas ir definēts šajā likumprojektā, šī konvencija un arī Latvijā eksistējošā normatīvā bāze paredz, ka no noziedzīgi iegūtajiem konfiscētajiem līdzekļiem labumu nedrīkst saņemt trešās personas, jebkādas citas personas, un tas viss tiek konfiscēts par labu valstij un aiziet valsts budžetā. Ko paredz šis likumprojekts, likumprojektu pakete? Likumprojektu pakete paredz, ka šos līdzekļus iegūst neviens cits kā tiesu izpildītāji. Tad jau visu šo paketi varētu nosaukt par tiesu izpildītāju lobija likumu, kas ir mērķtiecīgi vērsts tikai vienā virzienā. Tas, ka ir jāpilnveido pats mehānisms, kā, kādā veidā mēs realizējam noziedzīgā ceļā iegūtos līdzekļus, kuri ir konfiscēti valsts labā, ir cits jautājums. Piedāvātā redakcija nerisina šīs problēmas, tā izceļ vienu privileģētu kastu, kas iegūs labumu no noziedzīgā ceļā iegūtiem līdzekļiem. Tieši šī absurda dēļ es uzskatu, ka mēs nevaram pieļaut šādu likumprojektu skatīšanu komisijās. Vēl jo vairāk. Aicinu tomēr Saeimas Prezidiju, ja vēlreiz jāatgriežas pie šā jautājuma: ja mēs skatām likumprojektu paketi, nu tad nozīmējam vienu atbildīgo komisiju, nevis, kā tas šai paketei paredzēts, - vairākas komisijas, kuras ir atbildīgas par vienu vai otru, vai trešo likumprojektu.
