Pēdas ved 45 kilometrus uz Lietuvas robežu. Pēdējā mēneša laikā Latvijā ir notikušas vairākas traktoru zādzības, apvidus automašīnu zādzības, laivu zādzības, celtniecības tehnikas (ieskaitot celtniecības krānu!) zādzības. Pat ar satelītnavigāciju aprīkotas tehnikas zādzības! Koncepcijas 39.punktā rakstīts: “Zemessardze un Jaunsardze ir primārais instruments sabiedrības iesaistei valsts aizsardzībā.” Un 40.punktā ir teikts, ka Zemessardzes integrācija NBS struktūrā ir NBS attīstības plāna īstenošanas pamatelements. Acīmredzot kaut kur mēs esam pieļāvuši kļūdu, iekļaujot... un noņemot Zemessardzei tās funkcijas, kas pirmskara Latvijā bija Aizsargu organizācijai. Godājamie kolēģi! Vai mēs varam iedomāties situāciju, ka trīsdesmitajos gados būtu varējušas šeit ierasties kaut kādas sirotāju bandas no Polijas vai no Krievijas, vai no Lietuvas un zagt, teiksim, lauksaimniecības inventāru miljoniem latu vērtībā?! Šodien nez kādēļ tā ir normāla parādība. (Dep. I.Rībenas starpsauciens.) Tātad kļūda acīmredzot bija tā, ka mēs Zemessardzei noņēmām tās funkcijas, kuras tai bija deviņdesmito gadu sākumā, kad tā tika dibināta, un iekļāvām to bruņoto spēku sastāvā. Mums ir 400 zemessargi izgājuši apmācības kursu sadarbībā ar Valsts policiju, bet tas acīmredzot ir nepietiekami, un acīmredzot Latvijas Republikas Zemessardzes likumā un arī Nacionālo bruņoto spēku likumā ir jāparādās kādam pantam, kas ļauj tiešā veidā zemessargiem pildīt tās funkcijas, lai viņi varētu reāli aizstāvēt zemi, vai arī jāmaina Zemessardzes nosaukums.
