Runājot par koncepciju kā tādu, gribu atzīmēt, ka jebkuras koncepcijas pamats ir analīze par to, kas ir izdarīts pēc iepriekšējās koncepcijas pieņemšanas, objektīva starptautiskās situācijas un iekšpolitiskā analīze un mērķu noteikšana, kas ir jāpanāk. Jāparedz arī kaut kādi finansiālie līdzekļi, kādi ir nepieciešami, lai šos mērķus sasniegtu. Diemžēl neko tādu šajā koncepcijā es neesmu atradis, un līdz ar to es nevarēšu to atbalstīt. Kā pozitīvu un mūsu ierēdņiem gandrīz revolucionāru atziņu varētu nosaukt... citēju koncepcijā teikto: “(..) arvien spilgtāk sāk iezīmēties multipolāras pasaules veidošanās, kas agrāk vai vēlāk varētu novest pie izmaiņām esošajā starptautiskajā kārtībā.” Bet tajā pašā laikā no tālākā koncepcijas teksta izriet, ka Latvija, visticamāk, atbalsta vienpolāro pasaules tālāko attīstību. Ļoti labi, ka beidzot mēs saņemsim kā dāvanu radarus, kurus acīmredzot rīt mēs pieņemsim. Bet gribu atgādināt, ka 1995.gadā tika pieņemta pretgaisa aizsardzības koncepcija. Es uzskatu, ka šis dokuments pats par sevi ir provokatīvs, kaut vai tā viena iemesla dēļ, ka visā koncepcijā 12 reizes tiek pieminēta “Krievijas agresija”, bet ar to nekas netiek pamatots.
