Sevišķi ražojošās nozares, kurās elektroenerģija tiek izmantota ražošanas procesā. Lai gan mums ļoti patīk skandināt, ka enerģētika tiešām Latvijai ir svarīga, kā mēs zinām, mums joprojām nav savas enerģētikas stratēģijas. Rezultātā ir tas haoss, ko mēs pašlaik esam pieredzējuši šajā jomā. No vienas puses, mēs tagad cīnāmies ar sekām, ko ir radījuši šie neparedzētie lēmumi, proti, tas, ko plašāk visi zina kā OIK stāstu. No otras puses, šajā nozarē strādājošiem uzņēmējiem arī nav skaidra šī situācija, un viņi protestē pret to, ka šie nosacījumi viņiem nav skaidri. Nevienam nav labi. Mēs jautājām ekonomikas ministram, kā tad tas ir sanācis. Kāpēc Ekonomikas ministrija nav spējīga joprojām sakārtot šo nozari, vismaz izveidojot tai ilgtspējīgu, saprotamu ietvaru? Ekonomikas ministrs to nespēj atbildēt. Ekonomikas ministrs atzina to, ka tik tiešām šāda problemātika pastāv, ka ir šie kļūdainie lēmumi. Taču izpratne, kā to labot, tomēr izrādījās tālu no tās, kādai tai vajadzētu būt. Ministra kungs teica: “Jā, mēs esam izstrādājuši kārtējos Ministru kabineta noteikumus, kur mēs atzīstam, ka mēģināsim labot šīs kļūdas.” Bet atvainojiet, tas ir tieši tas pats ceļš, kas jau ir novedis šo visu nozari un principā visu mūsu tautsaimniecību pie šīm fundamentālajām problēmām enerģētikā, proti, ja nav ilgtspējīga ietvara, ja nav šīs stratēģijas, ja nav normatīvo dokumentu likumu līmenī, kuri nosaka šos spēles nosacījumus enerģētikā, tad atkarībā no tā, kurā brīdī kāds ekonomiskais lobijs ir spēcīgāks, var tikt pieņemti kārtējie Ministru kabineta noteikumi, kas būs par labu tam vai citam. Nu pašlaik tie tiks pieņemti par labu kādam citam lobijam. Pēc kāda brīža atkal kaut kas mainīsies un nevienam nebūs skaidrības. Ekonomikas ministrija turpina šo iesākto ceļu un stieg šajā problemātikā dziļāk, bet nerisina to. Tas ir tas, ko mēs norādījām ministram Pieprasījumu komisijas sēdē un prasījām, vai viņš tam piekrīt. Viņš atzina to. Nākamais mūsu jautājums viņam bija - un kad būs likums? Ja jūs atceraties, tie kolēģi, kuri strādā šeit, Saeimā, ilgāk, tad, manuprāt, pirms pāris sasaukumiem līdz Saeimai bija nonācis Ekonomikas ministrijas izstrādātais likumprojekts par atjaunojamo enerģiju. Šie jautājumi savstarpēji ir saistīti ne tikai ar atjaunojamo energoresursu izmantošanu, bet arī ar enerģētisko drošību, ar mūsu drošību, ar izmaksām. Tas veidotu šo ilgtspējīgo saprotamo ietvaru. Diemžēl ekonomikas ministrs uz to atkal nespēj neko atbildēt, un tas nozīmē, ka Ekonomikas ministrija vispār vēl līdz galam nav sapratusi, kā risināt šo problemātiku. Tāpēc mēs uzskatām, ka šāds pieprasījums ir pamatots. Vēl jo vairāk - mēs uzskatām, ka tas ir pamatots tāpēc, ka viena no lietām, ko mēs arī lūdzām ekonomikas ministram paskaidrot, ir saistīta ar Eiropas Komisijas atzinumu, kas tagad ir sniegts par šo dāsni dāvāto atbalstu atsevišķiem elektroenerģijas ražotājiem Latvijā. Tā kā uz pieprasījuma brīdi šis atzinums mums nebija pieejams, diskusijas atkal bija ļoti teorētiskas. Bet tagad, kad tas ir manā priekšā, es lasu, un tik tiešām tur ir skaidri uzrakstīts, ka šis sniegtais atbalsts bija nelikumīgs. Līdz ar to šeit atkal ir jautājums ekonomikas ministram. Jo ekonomikas ministrs, proti, Ekonomikas ministrija, tātad valdība, ir pieņēmusi kaut kādus lēmumus, balstoties uz kuriem tālāk ir iestājušās kaut kādas tiesiskas sekas. Un, ja mūsu valsts ir tiesiska valsts, man ir jautājums ekonomikas ministram: vai viņš uzskata, ka Latvijai kā tiesiskai valstij ir jāatbild par tām sekām, ko tā ir izraisījusi ar saviem lēmumiem attiecībā uz tiem, kuri bija spiesti maksāt šo nelikumīgi dāsno atbalstu? Uz to atkal mēs nesaņēmām atbildi, atkal “aizpeldēja” projām. Bet, kolēģi, tā ir reāla situācija, kas tūlīt būs jārisina! Jo, kā mēs redzam, jau ir ražošanas uzņēmumi, kuri pasniedz to kā reālu faktu, ka, pastāvot šādai Ekonomikas ministrijas piekoptajai politikai, viņi ir spiesti bankrotēt. Viņi nav spējīgi konkurēt. Tātad tās ir atkal nopietnas sekas. Ministram uz to atkal nav nekādas atbildes. Nu tad par ko mēs varam runāt? Un šinī situācijā uzskatīt, ka šāds pieprasījums nav pamatots, - nu, atvainojiet, tas ir ļoti ironiski! Tad man jāprasa: kas vispār ir pamatots šajā valstī?
