Es vismaz ļoti, ļoti ceru, ka tas tā ir. Sākšu ar vienu uzdevumu: “(..) izvērtēt un noteikt īpaši aizsargājamo sugu, meža un ar mežu saistīto biotopu aizsargājamo platību īpatsvaru, (..).” Es lasu šo teikumu un saprotu, ka tiks noteikts, cik procentu no Latvijas mežiem un zemes var tikt apgrūtināti ar kādu aizsardzības statusu. Tas būtu pilnīgi neiespējami, jo, kā saprotat, aizsargājamās teritorijas esamība nosaka konkrētu dabas objektu - dzīvnieku vai biotopu - esamību. Ja nu tas melnais stārķis tajā mežā ir, tad viņš vienkārši ir neatkarīgi no tā, ko mēs šeit lemsim. Un, ja viņš tur ir, tad arī šis mikroliegums tur ir jāizveido atbilstoši sugu aizsardzības plānam. Un mēs nevaram noteikt kaut kādus konkrētus procentus - cik no zemes vai cik no mežiem var noteikt par aizsargājamām teritorijām. Un es ļoti ceru, ka šī dokumenta rakstītāji to nebija tā iedomājušies. Otrs. Ja šeit ir rakstīts uzdevums - “izvērtēt mežaudžu apsaimniekošanai noteikto aprobežojumu pamatotību” -, tad man ļoti negribas ticēt, ka ar to dokumenta rakstītāji domājuši, ka tagad tiks pārvērtēti visi spēkā esošie dabas aizsardzības plāni aizsargājamām teritorijām un ka tiks pārvērtēti tagad visi līdz šim izstrādātie konkrēto sugu aizsardzības plāni. Es domāju, ka tas būtu absolūts neprāts. Mums ir jāstrādā pie vēl neizstrādātajiem jaunajiem dabas aizsardzības plāniem teritorijām, kurām šādu plānu nav, jo tikai dabas aizsardzības plāna esamība nosaka skaidrus spēles noteikumus, ko šinī teritorijā drīkst darīt, ko - nedrīkst. Es atkārtoju: ko drīkst darīt un ko - nedrīkst. Līdzīgi ir arī ar konkrētām sugām, kurām dabas aizsardzības plāni nav izstrādāti. Tie ir jāizstrādā, lai būtu skaidri spēles noteikumi, kā veidojamas šīs aizsargājamās teritorijas, konkrēti mikroliegumi, tātad skaidri nosacījumi - ko konkrētas sugas apdzīvotā teritorijā drīkst darīt un ko nedrīkst darīt. Līdz ar to es ļoti nevēlētos, lai šo uzdevumu izpildītāji 2.5.punktu saprastu nepareizi. Tātad - Vides aizsardzības un reģionālās attīstības ministrijai “noteikt jaunus mežsaimnieciskās un lauksaimnieciskās darbības aprobežojumus, izvērtējot meža un zemes īpašnieka vai tiesiskā valdītāja viedokli (..)”. Neapšaubāmi, meža īpašnieka viedoklis ir jāizvērtē. Bet, nedod Dievs, ja izpildītājs sapratīs, ka tas ir obligāti ņemams vērā. Ja, teiksim, ērgļa ligzda atrodas mežaudzē, kuru īpašnieks vēlētos nocirst, tad šī meža īpašnieka viedokli ņemt vērā ir vienkārši neiespējami. Jo pretējā gadījumā, protams, tās ērgļa ligzdas tur nebūs. Ir jārespektē, ir jāieklausās un jāatrod kādi kompromisi. Protams, pie nosacījuma, ka ir jāizmaksā šīs kompensācijas par aprobežojumiem aizsargājamās teritorijās, bet es ļoti baidos, ka dažs labs izpildītājs varētu ļoti burtiski saprast to, kas šeit uzrakstīts.
