Šeit ir ļoti daudz nozīmīgu uzdevumu valsts pārvaldei, un tos varētu sekmīgi īstenot, tikai veidojot ciešu sadarbību ar zinātniekiem, nozaru asociācijām, profesionālajām organizācijām un nevalstisko sektoru, tostarp vides organizācijām. Īstenībā man ir nelielas šaubas par valsts institūciju kapacitāti šos priekšlikumus sekmīgi veikt. Un vai nosauktās ministrijas ir vienīgās, kas to var izdarīt? Līdz ar to es domāju, ka ļoti nozīmīga ir Valsts kancelejas, premjera biroja un PKC koordinējošā loma. (Zālē ir pieaudzis troksnis. Sēdes vadītāja noklaudzina ar āmuru.) Šeit ir minēts “zaļas” valsts tēls. Un īstenībā “zaļas” valsts tēls nebūt nav tikai tādēļ, lai, teiksim, “zaļajām” organizācijām dotu nodevu. Tam ir pavisam praktiska nozīme. Piemēram, Rīgas Piena kombināta investori būvē arī divas rūpnīcas Ķīnā, kur tirgo Latvijas produkciju. Un, lai šai produkcijai būtu labāks noiets, īstenībā ir ļoti svarīgi, lai Latvijai būtu “zaļas” valsts tēls. Šobrīd Ķīnā īsti nav nekāda Latvijas valsts tēla, kā saka šie investori, bet tātad šis tēls, ja tas tādā veidā tiktu veidots, faktiski praksē sekmētu eksportu un mūsu produkcijas noietu. “Zaļās” organizācijas ir iebildušas, ka lēmuma projektā nav atsauces uz ekosistēmu pakalpojumiem. Tas, manuprāt, ir pamatots iebildums, bet acīmredzot šis termins vēl pagaidām nav mums pietiekami izskaidrots, lai deputātu vairākums uz to parakstītos. Savukārt tam, ka šāds lēmums varētu novest pie, teiksim, aizsargājamo teritoriju vai vērtīgo mežu izciršanas, lai tiktu sasniegti citi šeit minētie mērķi, - es domāju, tam nevarētu piekrist. Un visnotaļ arī deputāti to nav domājuši šādā veidā. To, es ceru, neviens nenoliegs no šīs tribīnes. Un tāpēc, paužot visu cieņu “zaļajām” organizācijām un ņemot vērā viņu iebildumus arī tālākajā darbā, es tomēr domāju, ka šo lēmuma projektu vajag pieņemt, jo virkne uzdevumu ir steidzami. Ja mēs runājam par uzdevumiem, kas šeit ir doti gan resursu izmantošanas ziņā, gan ilgtspējīgas attīstības jomā, tostarp klimata jomā, īstenībā ir vēl virkne citu valstij saistošu nosacījumu gan energoefektivitātes, gan aprites ekonomikas jomā. Un, ja visus šos Eiropas Savienības nosacījumus uzskata tikai kā prasības, kas visas paredz neproduktīvas investīcijas, tad īstenībā tās ievērot nemaz nav iespējams. Līdz ar to uz šiem jautājumiem būs jāskatās pretēji - kā uz iespējām, kādā veidā mēs varam veidot inovatīvu un resursu mazietilpīgu ekonomiku, kādā veidā mēs varam attīstīt jaunas darba vietas un tādā veidā īstenot savas sociālās programmas. Un tikai tā, kompleksi skatoties, ir iespējams arī sasniegt mērķus, ko nosaka šis lēmuma projekts. Bet, lai to visu sasniegtu (jāņem vērā, ka lielākā daļa no šiem mērķiem ir 2030.gada mērķi), īstenībā mums būtu jāsāk jau tagad laikus domāt vai nu par jaunu Nacionālās attīstības plānu, vai stratēģiju laika posmam līdz 2030.gadam. Jādomā, kā sabalansēt šos ilgtspējīgas attīstības mērķus ar sociālajiem mērķiem un, protams, ekonomiskās attīstības mērķiem. Bet vēlreiz aicinu atbalstīt šo lēmuma projektu.".
