Frakcija “No sirds Latvijai” ir iesniegusi Saeimā un lūdz nodot izskatīšanai komisijā likumprojektu “Grozījumi Vispārējās izglītības likumā”. Likumprojekts ir ļoti lakonisks un skaidrs. Tas paredz, ka no valsts budžeta mērķdotācijas sedz arī internātskolu uzturēšanas izdevumus. Ar to mēs pasakām, ka nedrīkst risināt pedagogu algu problēmu uz nabadzības un sociālās atstumtības riskam pakļauto bērnu rēķina. Izglītības un zinātnes ministrija plāno ietaupīt 4,8 miljonus eiro uz 2478 bāreņu, bez vecāku gādības palikušo un trūcīgo bērnu rēķina. Bet vai ir padomāts un parēķināts, ko valsts, ko mēs kā sabiedrība zaudēsim uz šāda ietaupījuma rēķina? Kādas būs negatīvās sociālās konsekvences? Un šaubu nav, ka tās būs. Būs daudzu bērnu dzīves kvalitātes pasliktināšanās, palielināsies to bērnu skaits, kuri pārtrauks mācības, kuri tiks izņemti no ģimenēm, kuri kļūs par atkarīgajiem, kuri iesaistīsies pretlikumīgās darbībās. Taču, spriežot pēc Izglītības un zinātnes ministrijas līdzšinējās komunikācijas, tas ministrijai nešķiet pietiekami svarīgi. Šauri resoriskā interese - noteikta naudas summa tūlītējai pedagogu algu caurā maka lāpīšanai - ir svarīgāka. Lūdzu, nemierināsim sevi ar domu, ka IZM atdos internātskolas pašvaldībām un tās jau būs atbildīgas par tālāko un gan jau tiks galā! Pašvaldību vadītāji ir brīdinājuši, ka nespēs no esošajiem budžeta līdzekļiem internātskolas uzturēt un daudzas nāksies slēgt. Pirmkārt, ir nelikumīgi pārlikt uz pašvaldībām valsts funkciju - internātskolu darbības nodrošināšanu - bez finansējuma. Otrkārt, ņemot vērā pašvaldību autonomo funkciju daudzumu un šo funkciju satura pastāvīgu izvērsumu un padziļināšanos, kā arī to izpildei gadu no gada nepietiekamo finansējumu, ir bezatbildīgi, ka valdība mēģina ietaupīt uz pašvaldību rēķina, liekot tām atkal un atkal bez finansējuma veikt funkcijas, ar kurām valdība pati nav tikusi galā. Labākā vieta jebkuram bērnam ir mīloša, draudzīga, atbalstoša, vismaz bērna pamatvajadzības nodrošinoša ģimene. Par to šaubu nav. Taču mūsu valsts realitāte ir liels skaits ģimeņu ar pilnīgi pretēju attieksmi un finansiālo stāvokli. Kur glābties šo ģimeņu bērniem? Audžuģimenēs un pie aizbildņiem, kuru ir stipri vien par maz? Pastāv arī bērnunami un internātskolas. Ja internātskolu nebūs, kas notiks ar šiem pašlaik 2478 bērniem? Lielākā daļa atgriezīsies savās trūkuma un ļoti bieži atkarību nomāktajās ģimenēs, bērnunamos un parastajās skolās, kur skaudri un pilnā mērā uz savas ādas izbaudīs, ko nozīmē dzīvot tik dziļā ienākumu nevienlīdzībā esošā sabiedrībā, kāda ir mūsu valstī. Ieguvums apšaubāms. Taču bērniem zaudējumi būs ļoti reāli un sāpīgi: ierastā drošā vide, stabilitāte, prognozējamība, draugi, tīras telpas, drēbes, gulta, regulārās četras ēdienreizes dienā, veselības aprūpe tieši tad, kad tā vajadzīga, psiholoģiskā un fiziskā drošība, noteikta dienaskārtība, jebkurā brīdī nepieciešamā skolas personāla uzmanība un palīdzība, saturīgi pavadīts brīvais laiks interešu izglītības pulciņos, skolas un vietējās sabiedrības aktivitātēs un kultūras pasākumos. Es neidealizēju internātskolas; arī tajās, tāpat kā it visur mūsu sabiedrībā, sastopami ļaunā skarti cilvēki bez sirdsapziņas un godaprāta. Taču tie ir atsevišķi gadījumi. Labā ir vairāk. Aicinu atbalstīt likumprojekta nodošanu komisijai un, plānojot jebkuras reformas, rūpīgi izvērtēt visas konsekvences gan īstermiņā, gan ilgtermiņā. Izmaiņas, ko veic valsts, nedrīkst pasliktināt cilvēku stāvokli. Tas nav attaisnojams ne ar kādiem mērķiem, ja vien mēs gribam sevi dēvēt par humānu valsti. Īpaši, ja šīs reformas, kas diemžēl mūsu valstī bieži izpaužas kā sociālie eksperimenti, skar visneaizsargātākos - bērnus un vecos ļaudis. Lūdzu balsot “par” mūsu priekšlikumu.".
