Pašreiz spēkā esošais 9.pants nosaka: “(..) līgumi par ārvalstu bruņoto spēku militāro formējumu uzturēšanos (kas nav saistīta ar mācībām un manevriem) Latvijā, ja kopējais personāla skaits viena pasākuma laikā pārsniedz 100 personas un uzturēšanās laiks ir ilgāks par sešiem mēnešiem; (..).” Piedāvātā redakcija nosaka: “(..) līgumi par ārvalstu bruņoto spēku militāro formējumu uzturēšanos (kas nav saistīta ar mācībām un manevriem) Latvijā, ja kopējais personāla skaits viena pasākuma laikā pārsniedz 100 personas un uzturēšanās laiks ir ilgāks par sešiem mēnešiem, izņemot Ziemeļatlantijas līguma organizācijas ietvaros, tostarp ar atsevišķām tās dalībvalstīm slēgtās vienošanās par bruņoto spēku militāro formējumu uzturēšanos Latvijā; (..).” Ko nozīmē šie grozījumi? Tie nosaka, ļoti vienkārši, ka parlaments nekādā veidā nekontrolēs, cik militārpersonu atradīsies vienā vai otrā gadījumā Latvijas teritorijā. Mēs atsakāmies no parlamentārās kontroles, ne vairāk, ne mazāk! Un tad ir jautājums - vai mēs dzīvojam parlamentārā valstī vai nē. Es aicinu neatbalstīt šo priekšlikumu un atstāt spēkā iepriekšējo redakciju.".
