Tomēr Ārvalstu investoru padome Latvijā ir rakstījusi savu atzinumu un paudusi klaji negatīvu attieksmi pret šiem grozījumiem. Kā Ķirša kungs jau norādīja, pavisam nesen šeit pat, Sarkanajā zālē, bija saruna ar mūsu uzņēmējiem un investoriem par maksātnespējas procesu. Un ārvalstu investori apzīmējumu “maksātnespējas process” aprakstīja kā mafiju, kas viņus žmiedz. Šajā gadījumā šos grozījumus ārvalstu investori diemžēl ir novērtējuši ļoti līdzīgi. Un to mēs nevaram neņemt vērā. Šeit ir vēstule, kas ir adresēta gan Vucāna kungam, gan arī Saeimas priekšsēdētājai. Cienījamie kolēģi! Patiesi Valsts prezidents šeit, no šīs tribīnes, šodien runāja par ļoti slikto praksi - uz trešo lasījumu virzīt pilnīgi jaunus, situāciju konceptuāli mainošus likuma grozījumus. Tas ir noticis arī šajā reizē, un tāpēc šie priekšlikumi, no 4. līdz 9., šajā likumprojektā vienkārši nav atbalstāmi. Es dzirdēju starpsaucienu no Putras kunga, ka jau uz otro lasījumu bija iesniegts šāds priekšlikums. Patiesi. Un tas netika atbalstīts, jo Finanšu ministrija ļoti asi iebilda. Putras kungs, jūsu ministrija ļoti asi iebilda pret šo situāciju, kas radīs absolūtu neskaidrību investoriem un kas atpakaļejoši darbosies uz jau noslēgtajiem līgumiem, un principā dos pilnīgi brīvas rokas pašvaldību patvaļai. Protams, būs pašvaldības, kas rīkosies godprātīgi. Bet kas būs, ja būs tādas, kas nerīkosies?! Cienījamie kolēģi, ja jūs tiešām neieklausīsieties šodien Valsts prezidenta teiktajā un trešajā lasījumā atbalstīsiet šos grozījumus, es ļoti ceru, ka prezidents tos atdos mums atpakaļ, un tad - ar lielāku vai mazāku kaunu - mēs dabūsim ar tiem atkal strādāt.
