Šie grozījumi Administratīvo pārkāpumu kodeksā, palielinot sodus par autoceļu lietošanas nodevas pārkāpumiem, ir nepieciešami, lai papildus motivētu transportlīdzekļu vadītājus un tos pārvadātājus, kuri šo nodevu šobrīd nemaksā, lai šī autoceļu lietošanas nodevas maksāšana notiktu aktīvāk. Ņemot vērā Juridiskajā komisijā šonedēļ notikušās sarunas, vēlos papildus paskaidrot, ka šie ieņēmumi no autoceļu lietošanas nodevas 100 procentu apmērā tiek novirzīti Latvijas ceļiem un ka mūsu prioritāte ir nevis soda naudas iekasēšana, bet gan negodprātīgo pārvadātāju motivēšana veikt autoceļu lietošanas nodevas iemaksas, un sodu palielināšana ir kā papildu motivācija pildīt likumos noteiktās saistības par autoceļu lietošanu, lai novērstu situāciju, ka sodu maksāt ir izdevīgāk nekā veikt autoceļu nodevas maksājumus likumā noteiktajā kārtībā. Ideālajā versijā saistības par ceļu lietošanu tiktu pildītas pilnā apmērā. Tādējādi sodi nebūtu jāiekasē vispār. Mēs saprotam autopārvadātāju asociācijas “Latvijas auto” bažas par šoferu un pārvadātāju iespējamu nejaušu kļūdīšanos un samaksas veikšanas cilvēcīgu piemiršanu. Tomēr, godātie deputāti, lūdzu, ņemsim vērā, ka šobrīd par autoceļu lietošanas nodevas nemaksāšanu sods transportlīdzekļa vadītājam ir 120 eiro, par autoceļu lietošanas nodevas nesamaksāšanu pilnā apmērā - sods tikai 40 eiro. (Zālē troksnis. Sēdes vadītāja noklaudzina ar āmuru.) Savukārt pārvadātājiem sods nav paredzēts vispār. Esošā autoceļu lietošanas nodevas gada likme ir no 400 līdz 925 eiro - atkarībā no transportlīdzekļa pilnas masas, motora izmešu līmeņa un asu skaita. Līdz ar to pašreizējais sods ir neadekvāti zems.".
