V.Orlovs: “Dzintar, SASKAŅA, nevis “Saskaņas Centrs”!”) Es ļoti atvainojos, SASKAŅAS deputātu vidū bija iemaldījies arī deputāts Viļums, kurš līdz šim nav manīts šīs frakcijas sastāvā un kurš faktiski raksturoja šo auditoriju, par kuru mēs šodien runājam, gandrīz vai kā tādus politiskos bēgļus. Es gribu atgādināt vēlreiz to, ko jau uzsvēra Šnores kungs: mēs runājam par to kategoriju, kas uzturēšanās atļaujas ieguva, sākot no 2010.gada. Sakiet lūdzu, Viļuma kungs, no kā šie cilvēki bēga 2010.gadā? Kas tie ir par bēgļiem? Un kāpēc Drošības policija, runājot par šo programmu, atzīst, ka šī programma rada potenciālu apdraudējumu valsts drošībai? Kāpēc šie, jūsuprāt, bēgļi rada apdraudējumu valsts drošībai? Tāpēc, ka mēs šobrīd nerunājam par bēgļiem. Pat, ja mēs varētu runāt potenciāli... teorētiski par kādu no politiskajiem bēgļiem, kas varētu būt iegādājies uzturēšanās atļauju Latvijā tagad Ukrainas krīzes kontekstā, es vēlreiz atgādināšu, ka pašlaik komisijas atbalstītā redakcija paredz to, ka no viņiem šie 5 tūkstoši tiks iekasēti. Lielākoties runa ir tieši par šo Krievijas jaunbagātnieku kategoriju, kas vēlas iegūt ceļošanas tiesības Eiropas Savienībā un izmanto to, ka mēs šīs tiesības piedāvājam lētāk nekā ikviena cita Eiropas Savienības valsts. Mēs to darījām pazemojoši lēti, un viņi to izmantoja. Šobrīd mums ir jāatbild uz galveno jautājumu. Es jūtu, ka daļa deputātu nesaprot, uz kādu jautājumu mēs meklējam atbildi. Jautājums nav par to, vai valstij vajag vēl papildu 5 miljonus. Ja mēs dzīvotu tagad lejputrijā, mēs varētu spriest, vai mums vajag 5 miljonus vai nevajag. Valstij 5 miljonus vajag. (Dep. J.Ādamsons: “A no kurienes ņems?!”) Un jautājums ir nevis par to, vai vajag, bet par to, no kā šos 5 miljonus paņemt. Vai paņemt no jaunajām māmiņām, vai paņemt no skolotājiem, kuriem trūkst šo miljonu, lai īstenotu pedagogu atalgojuma reformu, vai paņemt no Krievijas jaunbagātniekiem, kuriem šī summa... (Dep. I.Zariņa starpsauciens.) Nu, atvainojiet, kas tie par investoriem, ja viņiem ir problēma reizi piecos gados samaksāt 5 tūkstošus eiro? Par kādām investīcijām mēs runājam? Tā ka, lūdzu, nesmīdināsim cilvēkus un gluži vienkārši katram (es šeit īpaši vēršos pie koalīcijas partneriem, jo opozīcija vienmēr teiks - visiem zemākus nodokļus, visiem lielākas algas - un viņiem par saviem lēmumiem nav jāatbild), kas strādā valdībā, ir jāizdara izvēle. Jāizdara izšķiršanās: kuras ir mūsu mērķa grupas, kuras grupas mēs aizstāvam un kuras grupas būs tās, kas tomēr palīdzēs īstenot valstij svarīgus sociālos pasākumus. Paldies.".
