Līdzīgas programmas, kas piedāvā uzturēšanās atļaujas un pat valsts pilsonību, pastāv šobrīd vairāk nekā 90 pasaules valstīs, tajā skaitā 22 Eiropas Savienības valstīs. Kad mēs uzsākām šo programmu, šīs summas, protams, bija ļoti mazas (es teiktu - nesamērīgi mazas) viena vienkārša iemesla dēļ: mums vajadzēja ielauzties šajā tirgū, mums bija jābūt konkurētspējīgiem, un tieši tāpēc mums tas izdevās. Paskatieties uz skaitļiem! Cik daudz naudas valsts budžets ieguva pirmajos gados - 2010., 2011.gadā un tā tālāk? Tagad pakāpeniski sākas tas process, ko jūs šobrīd gribat turpināt un novest līdz loģiskām beigām. (Dep. I.Parādnieka starpsauciens.) Jūs sākat sarežģīt šo procesu: palielināt prasības, noteikt vēl papildu kritērijus un tamlīdzīgi. Līdz ar to tās summas un mūsu budžeta ieguvumi būtiski samazinās. Zariņa kungs jums par to teica, bet jūs pat neuzskatījāt par vajadzīgu atbildēt kaut ko uz viņa argumentiem. Es ļoti labi sapratu, kāpēc, jo skaitļiem atbildēt ir ļoti grūti. Jūs zināt šos skaitļus - par 2012., 2013.gadu, 2014.gadu... Nu būsim taču godīgi! Jūsu partija vienmēr, jau no paša sākuma, iestājās pret šo programmu, un jūs darāt visu iespējamo, izmantojot savu ietekmi koalīcijā, lai faktiski vispār apturētu šo programmu. Tad tā arī sakiet! Nu nevajadzētu būt divkosīgiem. Jūs izdomājat kaut kādus argumentus tā vietā, lai vienkārši pateiktu, ka jūs negribat šo programmu, jo šo naudu šeit ved krievi, un jūs negribat vairāk krievu Latvijā. (Dep. R.Kols: “Par nekustamo īpašumu!”) Un nevajag kaut ko izdomāt un izlikties par eiropiešiem! Jūs šajā ziņā neesat eiropieši. Man ļoti žēl, ka tie cilvēki koalīcijā, kas tiešām domā saimnieciski un kas saprot, ka naudai tautības nav, kļūst par jūsu ķīlniekiem, un jūs vienkārši pilnīgi negodīgi to izmantojat. Tātad runāsim godīgi! Jau tagad šī programma lielā mērā zaudēja, jo pagājušajā gadā bija 118 iesniegumi... Cik daudz cilvēku aizbrauks un vispār šeit vairs nedzīvos, un netērēs savu naudu? Iepazīstieties ar to, ko saka tie cilvēki, kas patiešām grib dzīvot Eiropas Savienības valstī, nevis Krievijā... Viņi meklēs citas valstis. Un jau tagad mēs vairs neesam konkurētspējīgi, jo, ieguldot tikpat daudz un pat mazāk naudas, cilvēki var iegūt daudz izdevīgākus un daudz labvēlīgākus nosacījumus citās Eiropas Savienības valstīs: ne tikai pastāvīgo uzturēšanās atļauju (atšķirībā no mūsu programmas), bet arī pilsonību. Ja šis priekšlikums tiks pieņemts, tā būs pēdējā nagla šīs programmas zārkā. Tieši to jūs arī gribat! Es ierosinu neatbalstīt šo priekšlikumu. Paldies.".
