Ar šīm termiņuzturēšanās atļaujām daļa cilvēku tiešām no Krievijas bēg. Un, protams, viņi... daļa no viņiem, iespējams (teiksim tā - iespējams!), ir pietiekami turīgi, varbūt Krievijā valdošajiem tuvi cilvēki un spēj samaksāt gan 5 tūkstošus, gan varbūt arī vairāk; varbūt no šiem cilvēkiem mēs varam, tā teikt, noslaukt vēl vairāk naudiņas - ne tikai 5 miljonus, bet varbūt vēl vairāk - priekš jaunajām ģimenēm Latvijā, un tā tālāk. Tomēr daļa šo cilvēku patiešām ir devušies prom no savas valsts. Tas viņiem nebija viegls lēmums, es domāju. Un, parunājot ar šiem cilvēkiem, es patiešām cenšos viņus saprast un tiešām nedaudz pielīdzināt šo situāciju tai situācijai, kuru es nupat minēju: savulaik arī mūsu cilvēkiem nācās bēgt no Padomju Savienības. Un šajā ziņā, es domāju, mums patiešām ir jāieklausās šajos cilvēkos un jāļauj viņiem turpināt dzīvi šeit. Un arī nākamais priekšlikums - 6.priekšlikums - skaidri pasaka, ka turpmāk nekādas atkāpes nebūs: viņiem ir jāiemācās latviešu valoda. Daļa no viņiem to jau ir izdarījuši. Turklāt viņi ļoti atzinīgi izsakās par mūsu valsts, teiksim tā, sistēmu un redz, ka pie mums tomēr situācija ir stipri labāka nekā mūsu lielajā kaimiņvalstī. Es domāju, ka šie cilvēki pakāpeniski patiešām varētu naturalizēties un dot nopietnu ieguldījumu vispār mūsu valsts, Latvijas, krievvalodīgo cilvēku, ne tikai krievu, bet jebkura cilvēka, jebkuras tautības pārstāvja, kas runā krievu valodā šobrīd un kas diemžēl bieži vien nespēj pārkāpt pāri kaut kādiem saviem priekšstatiem, nespēj iemācīties latviešu valodu un nav lojāli mūsu valstij... Es domāju, ka no šiem cilvēkiem, kas tagad ir ieceļojuši Latvijā un, iespējams, vēl ieceļos, mēs patiešām varam ne tikai saņemt vērtīgu ieguvumu mūsu valstij, bet ar viņu starpniecību palīdzēt varbūt mūsu lielajam kaimiņam pakāpeniski saprast, ka tas, kas notiek pie viņiem, īsti neveicina cilvēku palikšanu tur un normālus dzīves apstākļus. Līdz ar to es aicinu noraidīt 5.priekšlikumu un atbalstīt nākamo - 6.priekšlikumu, kas ir atbildīgās komisijas priekšlikums un kas, manuprāt, šo situāciju sakārto. Paldies.".
