Mēs visi labi zinām, kāda ir problēma un kā Eiropā tiek risinātas vai netiek risinātas problēmas saistībā ar bēgļiem. Ja mēs sākam diskusiju par šo tēmu, ir jāatzīmē, ka līdz 2011.gadam Latvijā eksistēja pārvietojamo nelegālo imigrantu jeb bēgļu centrs Olainē, kurš 2011.gadā tika likvidēts. Ir pagājuši pieci gadi, un neviena valdība - ne Valda Dombrovska valdība, ne Laimdotas Straujumas valdība, ne tagadējā valdība - līdz galam šo problēmu tā arī nav atrisinājusi. Kāpēc tapa šis pieprasījums? Acīmredzot šī pieprasījuma jautājumu virkne turpināsies. Tāpēc ka darba ņēmēji (šajā gadījumā - valdība, valdības ministri) ir aizmirsuši, kas ir darba devējs. Savlaicīgi tika nosūtīti jautājumi gan iekšlietu ministram, gan veselības ministram... iepriekšējā sēdē mēs izskatījām pieprasījumu tieslietu ministram. Jautājumi iekšlietu ministram tika nosūtīti pēc tam, kad mēs saņēmām iesniegumu no Mucenieku iedzīvotājiem par šīs problēmas aktivizēšanu. Viņi lūdz tikšanos ar deputātiem. Bet, lai tiktos ar iedzīvotājiem un kaut ko atbildētu, lai runātu par lietu, ir jāzina lietas būtība un visas nianses. Neskatoties uz to, ka šie jautājumi tika uzdoti, ministrs nevarēja piedalīties atbilžu sniegšanā uz deputātu jautājumiem piecas reizes pēc kārtas, tas ir, vairāk nekā mēnesi. Mēs varam runāt par dažādiem iemesliem - objektīviem, subjektīviem. Diemžēl, kā es jau teicu, mums ir radusies situācija, ka valdība ir aizmirsusi, kas ir darba devējs, un parlamentārieši ir aizmirsuši par parlamentāro kontroli, kura ir jāveic attiecībā uz darba ņēmējiem. Šajā gadījumā es gribētu apvienot visus trīs pieprasījumus, kas ir savstarpēji saistīti ar vienu lietu: tā ir absolūtā bezatbildība. Tieslietu ministrs Dzintars Rasnačs ļoti labi uzstājās komisijas sēdē, visu pamatoja, runājot par nekustamajiem īpašumiem, labi atbildēja arī Saeimas sēdē. Tāpat arī veselības ministrs labi atbildēja Pieprasījumu komisijā. Nekādu problēmu! Iekšlietu ministrs - nekādu problēmu saistībā ar viņa atbildēm! Bet lielākā daļa sabiedrības nav informēta. Kas vieno visus šos pieprasījumus un acīmredzot vienos visus pārējos? Tā ir absolūtā bezatbildība! Kur tad ir tie ierēdņi, kuri ir saukti pie disciplinārās, administratīvās vai kriminālās atbildības, teiksim, Tieslietu ministrijas gadījumā saistībā ar nekustamajiem īpašumiem? Kur ir tie ierēdņi (un tas ir jautājums, kuru es uzdevu visiem ministriem), kuri ir saukti pie atbildības Veselības ministrijas gadījumā? Tagad tiek paziņots: “Jūs zināt, ja izgāzīsies, tad mēs kādu sauksim pie atbildības.” Kāpēc līdz šim nav izveidots nelegālo imigrantu centrs, bēgļu centrs vai, pareizāk sakot, pārvietojamo bēgļu centrs? Tie ir tie cilvēki, kuri tiek gatavoti izsūtīšanai no valsts. Potenciāli viņi ir bīstami ar to, ka visādā veidā mēģinās pamest šo centru un turpināt savu ceļu tālāk uz Rietumiem. Vai mūs apmierina tā drošības situācija un tas nodrošinājums, kas var būt tajā bēgļu centrā? Noteikti ne! Bet acīmredzot tas bezatbildības vilnis... tas sākas no katra mums šeit, parlamenta zālē, no tā, kā mēs pildām savus deputātu pienākumus. Vai bija ļoti atbildīgi atlaist savulaik parlamentu, pamatojoties uz to, ka, redziet, bija tāds balsojums, bija parlamentārā krīze? Bet cilvēks, kurš izdeva savulaik rīkojumu Nr.2, faktiski, manuprāt (varbūt kļūdos), mēģināja savā veidā veikt valsts apvērsumu. Ja viņš kā Valsts prezidents būtu atlaidis parlamentu un pēc tam nebūtu dibinājis savu partiju, un nebūtu mēģinājis pārņemt varu pār valsti, tā būtu viena situācija. Bet tas viss notika! Ir izbeigtas krimināllietas par to skaļo lietu, par kuru neviens šobrīd negrib runāt. Vienam otram ir sabojāta dzīve, jā... Un arī tajā gadījumā - neviens nav atbildīgs. Beidzot mēs sāksim pieprasīt no ierēdņiem, arī no politiķiem atbildību par padarīto. Ražuka kungs ļoti labi runāja par to, ka, jā, atbildība par to, kas skar e-veselības ieviešanu, vismazāk būtu jāuzņemas Belēviča kungam - šobrīd esošajam veselības ministram. Bet... kurš tad bija pirms tam veselības ministrs? Ja valdībā lēmums par obligāto veselības apdrošināšanu tika konceptuāli pieņemts valdības sēdē, ja es nekļūdos, 1995.gada aprīlī, tad ir jautājums: kāpēc tas nav īstenots? (Dep. I.Viņķeles starpsauciens.) Kur tad bija tie visi politiķi, kuri atbild par šo problēmu? Arī par Muceniekiem... Kas ir atbildīgs par to, ka piecu gadu laikā šī problēma nav atrisināta? Kas ir atbildīgs par to, ka tā nauda, kuru varēja izmantot no Eiropas fondiem, netika apgūta? Kāpēc “Valsts nekustamie īpašumi” laikus nespēra attiecīgos soļus un faktiski nobremzēja šāda centra izveidi? Kāpēc mūsu valstī ir absolūta bezatbildība par padarīto vai nepadarīto? Krimināllikumā (Judina kungs manis teikto var precizēt) ir lielisks pants - 318.pants “Dienesta stāvokļa ļaunprātīga izmantošana”, kurš paredz kriminālatbildību arī par dienesta pienākumu nepildīšanu. Par ko tiek saukti pie kriminālatbildības. Bet mums vēl ir arī administratīvā, disciplinārā... Beidzot mēs gribam kaut kādu kārtību valstī ieviest vai negribam? Paldies.".
