Šāds grozījums bija pamatots un paplašināja daudzbērnu ģimenes statusu un tās priekšrocības, kuras ir daudzbērnu ģimenēm, jo ne katrs 18 gadu vecumu sasniedzis jaunietis ir gatavs aiziet no vecāku mājām un pilnībā parūpēties par sevi, it sevišķi tad, ja viņš turpina mācīties (18 gadus vecs jaunietis, iespējams, vēl mācās vidusskolas pēdējā klasē).
