Likumprojekts “Grozījumi Saeimas kārtības rullī” ir saistīts ar nule pieņemto Satversmes grozījumu. Proti, tā kā tiek atcelta Saeimas deputātu imunitāte administratīvā soda uzlikšanas gadījumā, ir nepieciešams izdarīt attiecīgus grozījumus arī tajās Saeimas kārtības ruļļa normās, kuras paredz nepieciešamību mums, Saeimai, lemt par piekrišanu Saeimas deputāta saukšanai pie administratīvās atbildības. Jau tad, kad izskatījām likumprojektu otrajā lasījumā, es ziņoju, ka Tiesu politikas apakškomisijā un Juridiskajā komisijā lielākās diskusijas bija par to, vai un kādā kārtībā būtu publiskojama informācija par Saeimas deputātu izdarītajiem administratīvajiem pārkāpumiem. Tiesu politikas apakškomisija lūdza Saeimas frakcijas apsvērt un izdiskutēt šo jautājumu. Tiesu politikas apakškomisija saņēma frakciju viedokļus, taču tie nebija izteikti priekšlikumu veidā. Līdz ar to šie divi priekšlikumi ir sagatavoti, jau darbojoties komisijā, nevis kā deputātu vai frakciju priekšlikumi. Uzklausot frakciju pārstāvju viedokļus, toreiz Juridiskajā komisijā bija konceptuāls balsojums par to, ka uz trešo lasījumu tiek lūgts Juridiskajam birojam izstrādāt piedāvājumu, un šodien šajos priekšlikumos ir šis Juridiskā biroja piedāvājums. Šie priekšlikumi tika sagatavoti sadarbībā ar Iekšlietu ministrijas Informācijas centra pārstāvjiem un tātad izdiskutēti gan Tiesu politikas apakškomisijas, gan Saeimas Juridiskās komisijas sēdēs. Vienlaikus vēlos jūs informēt, ka Juridiskā komisija nolēma nosūtīt vēstules Tieslietu ministrijai, Tieslietu padomei un Aizsardzības, iekšlietu un korupcijas novēršanas komisijai, jo jau tad, kad uzsākām darbu pie deputātu administratīvās imunitātes atcelšanas, šeit no tribīnes risinājās debates par to, ka būtu jāapsver arī administratīvās imunitātes atcelšana gan tiesu varas amatpersonām, gan citām amatpersonām. Un, tā kā tā nav tikai Juridiskās komisijas kompetence, mēs visupirms vēršamies gan pie atbildīgās komisijas, gan pie tiesu varas pārstāvjiem. Un tiklīdz būs atbildes, tā arī Juridiskā komisija turpinās darbu. Bet tagad ziņošu par šiem diviem priekšlikumiem, kas ir par grozījumiem Saeimas kārtības rullī.".
